Tenderers must document sufficient financial solidity. As a minimum the annual report with the accounts for the last 2 years must be enclosed with the tender. Tenderers must not have tax or duty arrears.

1 General requirements
The assignment as described above requires a considerable capacity for handling overall perspectives, multi-disciplinary qualifications and strong analytical resources. The tenderer needs to document that these qualities are available in the tenderer's own organisation.
The assignment as described above requires a considerable capacity for handling overall perspectives, multi-disciplinary qualifications and strong analytical resources. The tenderer needs to document that these qualities are available in the tenderer's own organisation.
It is permitted to submit tenders for groups comprising several cooperating firms. Such a cooperating group will, in relation to both the framework agreement and individual call-off orders, be considered 1 entity. This implies, inter alia, that the Ministry shall be able to communicate with 1 entity, which may be either 1 of the cooperating firms or a separate legal entity established for such purpose. Moreover, it is a requirement that all the cooperation partners in such a group assume complete joint and several liability for meeting the obligations of the tenderer in respect of both the Framework Agreement and individual call-off orders.

In special cases the Contracting Authority can request that the tenderer uses expertise from sub suppliers.
It is necessary to explain the degree to which the tenderer is dependent on using subcontractors. This is acceptable for minor, well-defined issues, but problematic if involving a major part of what is to be delivered, as this is hardly compatible with the need for performing analyses characterised by a sufficient degree of comprehensive integration. In special cases the Contracting Authority can request that the tenderer uses expertise from sub suppliers.
The tenderer shall, when tendering, present the CVs of the consultants that are meant to be in charge. A corresponding requirement will apply in relation to call-off orders, encompassing all consultants that the tenderer intends to use.

The tenderer needs to describe its experience from the concept evaluation of large projects. It should specify the number of projects in excess of NOK 400 000 000 where the tenderer has been responsible for needs assessment, strategy development, requirement specification and the evaluation of alternatives, respectively, over the last 3 years. Those projects that have, in the tenderer's estimation, been particularly complex, should be mentioned separately.
The tenderer needs to describe its experience from the concept evaluation of large projects. It should specify the number of projects in excess of NOK 400 000 000 where the tenderer has been responsible for needs assessment, strategy development, requirement specification and the evaluation of alternatives, respectively, over the last 3 years. Those projects that have, in the tenderer's estimation, been particularly complex, should be mentioned separately.
The tenderer needs to document its methodological approach, specified in relation to qualitative evaluations, economic analyses and project analyses, as well as how the contributions from the various professional fields are integrated. It should also describe the scope of data available to the tenderer from projects that may serve as a basis for comparison/benchmarking.

6 References Extent of repeat purchases
2 customer references should be provided in relation to concept evaluation and 2 in relation to project management documentation for the selected project alternative, hereunder risk analysis. The references shall concern large projects in respect of which the tenderer has played a main role over the last 3 years. The extent of customers' repeat purchases of these types of services from the tenderer should be described.

7 Independence
It is not in itself a disqualifying factor that the tenderer operates as both an advisor and a constructor. However, it is an absolute requirement that the tenderer is an impartial, independent advisor as far as each individual assignment is concerned. The tenderer shall not have had any other involvement with the project in any earlier project phase, except by way of call-off orders under this framework agreement, and shall submit a written undertaking to refrain from involvement in any new assignments during the remaining phases thereof, except by way of any new call-off orders under this framework agreement.

The appeals deadline is 10 days after the notification on who was awarded the contract. Norwegian law will be used for any legal disputes and Oslo court will be the legal venue.
