The tenderer shall deliver a battery driven towing vehicle (‘shunter’) to the Light Rail workshop and depot at Kokstad. The towing vehicle shall be used to more/transport light rail carriages.
The Contracting Authority will ask the tenderers to offer 2 alternative solutions:
1: Towing vehicle with driver's cab (‘cabin’).
2: Towing vehicle without driver's cab.
The towing vehicle shall fulfil the following requirements:
i. Rail wheels for 1435 mm track width (‘gauge’)
ii. The capacity to pull a 60 tonne set of carriages (Variobahn) on all tracks at the workshop/depot, with a minimum turning radius of 25 m.
iii. Wheels in order to drive without tracks.
iiii. Connection point on each end of the towing vehicle for connecting to carriage/set of carriages.
The towing vehicle must be able to manoeuver in narrow work areas in the workshop.
The towing vehicle shall be battery driven and controllable with a remote control.

Options will be in the tender documentation after pre-qualification. Options will mainly be connected to maintenance.

The tenderer must be a legally established company.

Documentation requirement for Norwegian tenderers:

— Company Registration Certificate.

Documentation requirement for foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement: Tax Certificates which are not more than six months from the tender deadline. Tax certificates are defined as:

For Norwegian tenderers:

— Form from the Tax Directorate (RF-1244) for VAT, tax and employer contributions issued by the Tax Office.

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderer must fulfil Norwegian HSE requirements for work that is carried out in Norway.

— Filled in and signed HSE self-declaration in accordance with PPR Annex 2. Preferably use the attached template, see Annex 2.

Tenderers shall follow the eight fundamental ILO conventions and there shall be continual systematic work to ensure that the company's sub suppliers comply with the requirements.

Documentation requirement: A signed self-declaration — The eight fundamental ILO conventions (the template in annex 4 can be used).

Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial strength to be able to comply with the contractual obligations.

Documentation requirement: The tenderer's Annual Financial Statements for 2013 and 2014.

Teknisk og faglig kapasitet:

The tenderer shall have relevant experience with the delivery and commissioning of towing vehicles.

Documentation requirement: The tenderer must describe their most relevant projects in the last 3 years by filling out annex 4 to the pre-qualification documentation. The description must contain sufficient information for the Contracting Authority to be able to assess and evaluate the relevance of earlier projects against the need described in this contest.
