Entra ASA is a leading Norwegian property company that owns and operates 99 office buildings. Priorities are environmentally friendly and flexible office buildings, primarily located near public transport points in Oslo and surroundings as well as Bergen, Stavanger and Trondheim. The portfolio is in total 1 200 000 m² and has a combined market value of around 28 000 000 000 NOK.
The building complex in question consists of wooden buildings and is currently partially leased. The current tenants are the Norwegian Petroleum Directorate, The Norwegian Petroleum Safety Authority, The University in Stavanger and PETRAD (International Programme for Petroleum Management and Administration). The building complex site address is Professor Olav Hanssens vei 10, 4021 Stavanger.
Entra Eiendom as the landowner is making this procurement for cleaning of the building complex for the tenants. Entra and the tenants, the Norwegian Petroleum Director, The Norwegian Petroleum Safety Authority, The University in Stavanger and PETRAD, will be separate contracts with the rights and obligations under this agreement. Any new tenants shall be able to enter the agreement on the same terms.
The purpose of the procurement is primarily to cover the need for daily cleaning including mat hire and internal window washing for Entra Utleie's premises at Professor Olav Hanssens vei 10, Stavanger. The building has a gross area of approx. 36 650 m² distributed over five floors, and this request includes approx. 32 260 m². The premises are divided into three interconnected buildings and contain public areas, meeting rooms, canteens and offices.
In addition there is an option for on demand cleaning, for example such as spring cleaning, scrubbing and polishing treatment of floors and carpets. There is also an option for cleaning of vacant areas of approx 994 m² which will be called-off square metre for square metre as required.

Vilkår for deltakelse

1. The tenderer must have their tax, payroll tax and VAT payments in order.
Documentation requirement:
Tax certificates not older than 6 months from the deadline for receipt of tenders. Tax certificates are defined as:
For Norwegian tenderers:
— Tax certificate issued by The Norwegian Tax Administration and the Tax Collection Office.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

4. The tenderer shall accept Entra Eiendom's ‘Socially Responsible Purchasing’ (Annex 11)
It shall be stated in the tender offer that ‘The Socially Responsible Purchasing’ has been read and accepted.
5. The tenderer shall be a legally established company

Norwegian companies: Company registration certificate.
Foreign tenderers — confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
6. The tenderer shall have satisfactory conduct in accordance with PPR § 20-12
The tenderer shall submit a self-declaration about conduct, cf. annex 5.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial strength to be able to fulfil the framework agreement.
Documentation requirement:
The tenderer's annual financial statement including notes with the Board's and the auditor's reports from the last 2 years (2014, 2013).
If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the previous year's Annual Financial Statements should also be attached.
The Contracting Authority reserves the right to carry out a credit assessment from Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position.
The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar.

2. The tenderer must have good implementation ability
A short overall description of the business, organisation, total staffing and core competence related to this procurement.
When using sub-contractors, this must be describes, as well as documented that the tenderer in real terms rules over these with a commitment statement or co-operative agreement. Entra with the tenants, shall regardless be able to deal with one tenderer, and the tenderer will be responsible for the sub-contractors' performance in the same manner as for their own services, see agreement documentation point 12 (and NS 8431 point 13) for more information about sub-contractors.

Tax certificate and VAT certificate as well as HSE self-declaration and company registration certificate shall be delivered, also for sub-contractors. A statement shall be given of the sub-contractors' core competence related to the procurement.
— The tenderer shall have a good and well functioning quality assurance system.
A concise description of the overall quality assurance system that the service provider will use for this contract. If the tenderer is certified according to ISO or another third party verified system, a copy of the certificate should be attached.
4. Competence is required that ensures a low impact on the environment from carrying out the service.
The tenderer shall have:
— A plan for training personnel in HSE, including waste handling, cleaning methods, use of cleaning agents and equipment.
— Written work instructions.
— An account of existing routines that document that the requirement is met
The submission of a valid certificate is sufficient in cases where the routines are described in the organisation's quality or environmental management system in accordance with the Eco-lighthouse Program, ISO 14001, EMAS or an equivalent third party verified system.

5. The tenderer shall have an environmental focus and work systematically for continual environmental improvements in the organisation and in the service deliveries
