— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.
— The tenderer must have a functioning HSE system.
Signed HSE self-declaration (This requirement is only for service purchase)
— The tenderer shall be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
— A credit evaluation/rating from a publicly certified credit rating institution, not older than six months, shall be enclosed with the tender.
If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove their economic and financial standing with any other document that the Contracting Authority is able to accept.
Teknisk og faglig kapasitet:
— The tenderer shall have good experience from equivalent assignments. 'Equivalent assignments' means cleaning of office premises.
Documentation requirement:
Tenderers shall enclose a list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

(In cases where the tenderer will use a sub-contractor or another company to fulfil the qualification requirements, cf. § 17-8 (2) and § 17-9 (2), the tenderer must enclose the necessary commitment statements from the relevant sub-contractors, which document that the the tenderer can use the sub-contractor's resources for this procurement. In this contest, up to five tenderers per office location will be invited to submit tender offers. The selection among a surplus of qualified tenderers will occur in accordance with the following criteria/regulations:
After reviewing the requests for participation, the Contracting Authority will invite the 5 tenderers per office address that best meet the qualification requirements, to submit a tender offer.
The documentation regarding point 2 The tenderer's financial capacity to implement the assignment and point 3 The tenderer's technical and professional qualifications in the tab 'Qualification Requirements' in the supplier portal, will be crucial when the other qualification requirement must be met.
