Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1. Company registration certificate.

2. Requirement to submit tax certificate for tax (National requirement).

3. Requirement to submit tax certificate for VAT (National requirement).

— Foreign tenderers must submit equivalent confirmation or self-declaration that government taxes and fees have been paid in the country where the tenderer has their place of business.

— Foreign tenderers shall provide certificate(s) of statutory registration in the country where the business is established.

— Tenderers shall have ethically justifiable activities.

Økonomisk og finansiell stilling:

The Contracting Authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner:

— Latest submitted annual financial statements with notes including auditor's report.

— Income statement and balance sheet for the last six months if it is more than six months since the last annual report.

— Suppliers are free to substantiate their economic and financial standing by any other document, including for example by a parent company guarantee.

The contracting authority will obtain rating reports from www.solidtet.no (delivered by Bisnode Credit AS) to verify that the suppliers have sufficient economic and financial ability.

During the evaluation, the Contracting Authority will place emphasis on tenderers who have profitable operations, positive cash flow during the last few years and positive equity.

Teknisk og faglig kapasitet:

1. To ensure that the tenderer is suitable for the fulfilment of the contractual obligations, tenderers are required to be accredited for certification by the health authorities/hospital according to ISO 9001:2008/2015 and ISO 14001:2004/2015 standards: Documented by presentation of relevant certificates/approvals.

2. Tenderer shall be accredited by Norsk Akkreditering (Norwegian Accreditation) or equivalent, for certification of operations in the health authorities, or similar certification body in the tenderer's country of origin: Documented by presentation of relevant certificates/approvals.

3. The tenderer shall have sufficient qualifications and capacity in relation to the contractual obligations:

— A brief and general description of the company and the company's organisation and areas of activity.

— A brief description of the Contracting Authority's method for quality assurance of training of the audit managers and auditors, as well as maintenance/updating of the competence.

— A statement which verifies that the tenderer has the ability and capacity to undertake the assignment.

— List with a brief description of the most important and most relevant services performed during the last three years, including information on value and date, as well as the name of the public or private contracting authority. This shall be documented by certificates issued or confirmed by the Contracting Authority. In the absence of this, a declaration from the tenderer will be accepted.

— If the tenderer relies on other companies' capacity, the tenderer must document for the Contracting Authority that the tenderer shall have the necessary resources at their disposal. This can be done by presenting a statement of obligation from the relevant company(ies) that the tenderer will rely on. The statement shall state that the tenderer has access to the necessary resources during the entire contract period

Competence and systems which ensure that the service can be provided with low environmental impact and a high degree of security are required. This applies to both the transport that will occur and the work to be carried out:

— Accredited certification in accordance with ISO 14001 or equivalent environmental management standard.

— If the tenderer cannot substantiate accredited certification, the tenderer shall submit a two page description of their environmental management system, explaining how it meets the requirements in ISO 14001 or equivalent.
