Oslo Police District shall enter into a framework agreement with a service provider for car towing services for police vehicles, as well as collection, safekeeping and transport of vehicles, goods and animals, etc. By 'Goods', we mean particularly cycles, but also i.a. boats, as well as other large objects. 'Animals' are essentially dogs, but sporadically also other animals such as cats and reptiles. Things (including animals) that the tenderer will be involved with include both lost goods and things with a known owner, including fittings. The services have a significant scope and potential tenderers must have good capacity and ability to handle assignments on short notice. Potential tenderers must also be willing to establish premises and outdoor areas in the Oslo area for operation and delivery of some of the services. Potential tenderers must have solid finances and experience with equivalent contracts as the provision of the services is of critical importance for police activities. There will be requirements regarding the conduct of persons involved in the provision of the services.

The framework agreement has historically had an annual extent of approx. 2 500 car towing assignments and approx. 700-800 assignments for collection bicycles and approx. 400 dogs. Tenderers must reckon on having to keep up to approx. 10 dogs at any 1 time. A considerable number of vehicles are also stored, as well as a number of other assignments are carried out annually, in varying, but restricted amounts. The amounts are uncertain. The contracting authority expects to be able to give more precise information on the extent of the framework agreement in the tender documentation. Most of the assignments will be paid for by the public or insurance companies.
