Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall have their tax, payroll tax and VAT payments in order.
Documentation: Tax certificates not older than six months calculated from the qualification deadline.
The tenderer must be a legally established company.
Documentation: Norwegian companies shall enclose a company registration certificate.
Foreign companies shall enclose confirmation that the tenderer is registered in a trade register or company register in accordance with the legislation in the country where the tenderer is established.
If groups of service providers submit a tender together see the FOA § 17-7 (1). In such cases a legal company with joint and several liability will have to be established before the contract is signed.
Service providers shall fulfil Norwegian HSE requirements for work that is carried out in Norway. Documentation: HSE self-declaration.
Tenderers must have good conduct.
Documentation: Service providers shall enclose a self-declaration on conduct.
Tenderers must fulfil the necessary requirements in Professional Transport Act for a route licence to be issued (including a coach licence).
Documentation:
Pledge from a bank or insurance company that a licence guarantee declaration will be issued that covers 73 000 NOK for the first licence (main document), as well as 41 000 NOK multiplied by the number of buses included in the assignment. And/or a copy of a licence guarantee for any existing coach licences that will be used in the assignment. Applicants must enclose confirmation from the company/applicant that the Professional Transport Act's requirements for route licences and coach licences are fulfilled. Applicants are requested to use annex H.

Økonomisk og finansiell stilling:
The service provider shall have sufficient economic and financial strength to fulfil the contract.
Documentation:
The tenderer's annual accounts including notes with the board's and auditor's report for the last 3 accounting years.
Confirmation from a bank, insurance or financing institution shall be enclosed stating that a bank guarantee for correct fulfilment of the contract will be provided. The guarantee shall be presented when the contract is signed.
The pledge of a bank guarantee shall, as a starting point, be for 10 % of the current contract value:
— The annual contract value for Modalen/Vaksdal is approx. 12 800 000 NOK, which gives a pledge of 1 280 000 NOK.
— The annual contract value for Hardanger/Voss is approx. 155 900 000 NOK, which gives a pledge of 15 600 000 NOK.
The guarantee's content shall satisfy the template attached in annex F.
Tenderers shall fill in and enclose the form on key information, cf. annex G.
A liquidity strategy shall be provided so that we have the best possible basis for assessing liquidity. A ‘liquidity strategy’ means a description of how any liquidity deficit will be handled by the company.
E.g.: What does the company do to ensure its liquidity? What is the desired liquidity degree in the company? Is the company aiming for a concrete liquidity degree?

Teknisk og faglig kapasitet: Tenderers must have good competence and experience from equivalent assignments.

Applicants' references for relevant contracts in the last 3 years. The references shall, at a minimum, include:
— The contracting authority and a contact person.
— The annual value of the contract.
— The start and completion date.
— A brief account of the contract.

Utførelsen av tjenesten er forbeholdt et bestemt yrke:
Tenderers must fulfil the necessary requirements in Professional Transport Act for a route licence to be issued (including a coach licence).
The scheme of a licence for professional passenger and goods transport by motor vehicle and vessel is pursuant to the ‘Act dated 21 June 2002 no. 45 on professional transport by motor vehicle and vessel’ with the accompanying regulations. The terms for licence applicants are the same for both types of joint licences and are set in the professional transport regulations § 4. ‘General terms for a licence’.
