The project is for a new 1-7 year school for 840 pupils with a multi-purpose hall that shall be established on the site at Brynsengfaret 8-12 with the accompanying outside area. The building is approx. 11 680 m² and the site is approx. 17 000 m². The site is located in the Gamle Oslo district at the address Brynsengfaret 8-12. The site is just south of Brynseng underground station and is currently undeveloped, it has previously been used for industry.

The project is for a new 1

The building shall have passive house standard and the main heating source is a heat pump from energy wells. In addition the building shall be a pilot in solar panels and close to a zero energy building (nNEB) for Undervisningsbygg Oslo KF.

The building shall be piled on rock that lies above the Gardermo railway. There is also some polluted matter on the site that must be replaced. The site period is from May 2015 to June 2017. The trial operation period is the 1

A company registration certificate or equivalent that documents that the company is legally established shall be presented.

Tax and VAT certificate(s) must be provided with the tender, showing the status for payment of:

— tax, advanced payments, garnishments, employers' national insurance contributions and VAT.

Contractors with business addresses in other EEA countries must submit equivalent certificate(s).

The provisions regarding tax and duties certificate(s) shall apply as well to all underlying subcontractor relationships.

All tenderers shall present an HSE self-declaration with the tender. The declaration shall be in accordance with the form in annex 1 of the tender documentation. The HSE self-declaration must not be more than 6 months old. The contractor is obliged to require a similar declaration in all underlying subcontractor relationships.

Økonomisk og finansiell stilling:

Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The entire credit evaluation report must be supplied and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation if necessary.

— The company's annual accounts for 2012 and 2013, which include the board's annual report, the profit and loss accounts, the balance, notes and the auditor's report.

— Overview of interim turnover and equity in 2014, together with the latest financial report for 2014.

If the contractor, due to valid reasons, cannot prove their financial position in accordance with the above requirements, the Contracting Authority will evaluate other appropriate documentation.

Minste nivå(er) av standarder:

Financial capacity to execute the contract

1) Minimum NOK 450 000 000 in turnover on average in the last 3 years including 2013.

2) Minimum 15 % equity on average in the last 3 years.

Teknisk og faglig kapasitet:

— An overview of assignments carried out during the last 5 years, together with testimonials of satisfactory execution of the most important work. The testimonials should state the value, time and place the work was performed and indicate whether the works were professionally and properly completed.

— Information about education and professional qualifications of the contractor and the company's administrative leadership (competence matrix).

— CVs showing the proposed personnels' education and professional experience, as well as an overview of previously executed assignments (contracting authority, size, value and type/nature and the employee's role in the project). In particular see ‘0 Technical Description chapter 1, B14’ for requirements for special key persons. Documented experience and CVs shall be provided for these persons:

— A statement of the contractor's average workforce and the number of employees in the administrative management during the last 3 years.

— Central approval or declaration that the company/organisation is eligible for local approval.

— Certificate for the company's quality system/management system issued by independent bodies, which confirm the supplier fulfils certain quality assurance standards, for example ISO 9001:2002. The Contracting Authority also accepts other documentation that shows that the supplier has equivalent quality assurance measures.
