Broad band development in district-Tromsø phase 2

Tromsø kommune

There are currently approx. 72 000 inhabitants in Tromsø municipality, of which approx. 6 500 are in district-Tromsø. Tromsø municipality has given Nordix Data AS the task of developing parts of district-Tromsø with fibre broad band, based on grants from the RDA scheme. After the ongoing development has been completed, there will still be areas in the municipality's districts that do not have satisfactory access to broad band. So that inhabitants and businesses in the municipality's districts have equal opportunities to access a high speed network, Tromsø municipality will contribute to the start of the broad band network development in the remaining areas. Tromsø municipality has applied for and been granted a pledge for support from the National Communications Authority (Nkom) so that such a development can be carried out.
The project broad band development in district-Tromsø — phase 2 is further described in the specifications, which are included as annex 4 of this tender documentation.
The assignment will be awarded to the tenderer who requires the lowest grant/support amount for the development. The tenderer will receive an agreed one-time grant after each of the development areas have been completed, certified and commissioned. The contracting authority will, thus, not be the builder for the project.
It is the National Communications Authority (previously the Post and Telecommunications Inspection Authority) who has granted support for the development, and the award letter with the terms from the National Communications Authority (Nkom) is included as annex 5 of the tender documentation. In order to have legal certainty for the tenderer and because the grant is to be seen as government support under the EEA agreement, the support has been approved in advance by EFTA's surveillance agency (ESA). ESA's resolution dated 11.6.2014 is included as annex 6 of the tender documentation.
Tromsø municipality is allowing for a grant limit for fibre broad band development of a maximum of NOK 36 000 000. There is however a financial condition, which means that the municipality has the right to cancel or reduce the project if this is necessary due to financial reasons.
All the areas 1-8 marked on the map, annex 7, shall be developed in such a way that all permanent households, companies, commercial buildings and public buildings receive an offer to connect to the so-called NGA broad band. The completed NGA network must fulfil the EU's criteria for high speed broad band, see the ESA-resolution, including sections 17 and 18. Areas that already have broad band that fulfils the NGA requirements are not included.
The developer is to decide the order in which the areas will be developed.
