The Norwegian Public Roads Administration, Region Mid-Norway, Resource Department, c/o the Bridge and Ferry Quay Section, would like tenders for the following services for the period 2016 and 2017 with an option for an extension for 2018 and 2019 (1 + 1).
The tender applies to the following sub assignments:
— Sub assignment 1: Engineering design services for and planning of bridges and ferry quays;
— Sub assignment 2: Classification and exemptions;
— Sub assignment 3: Engineering design inspections of bridges and ferry quays;
— Sub assignment 4: Engineering design for maintenance and renewal;
— Sub assignment 5: Inspections;
— Sub assignment 6: R&D, rules, general reports, strategies.
It is a prerequisite that tendereres can carry out all the sub assignments.
The Norwegian Public Roads Administration, Region Mid-Norway, the Resource Department, c/o the Bridge and Ferry Quay Section, carries out both consultancy services and engineering design services for other departments in the Norwegian Public Roads Administration. This contract covers work that will be carried out in cooperation with the Bridge and Ferry Quay Section, or in addition to work carried out
by the Bridge and Ferry Quay Section.
Call-offs for mini competitions:
The contracting authority would like to hold call-offs for mini competitions for clearly defined assignments with an estimated fee limit above 1 000 000 NOK. An example of such an assignment is the construction plan for a concrete bridge for which a preliminary project with a geo-technical report exists.
These assignments shall have a clearly specified basis.
The fee form will, as a starting point, be a fixed price where the fee is paid independent of the number of hours worked. The tender documentation will be sent to all companies who have signed a framework agreement and will be awarded to the tenderer with the lowest price.

The framework agreement means that the Norwegian Public Roads Administration Region Mid-Norway has the opportunity to purchase relevant works from the service provider. The framework agreement does not involve any obligation as regards the extent of the work and the delivery date. The framework agreement can be used by the Norwegian Public Roads Administration for both bridges and ferry quays owned by the state or county. The contracting authority will be stated in the additional agreement.

The assignments in each sub assignment will be divided between the selected companies in accordance with the guidelines:
The overall aim for the sub assignments will be that the companies who are selected shall be awarded assignments over the two year contract period for approx. the same total amount for each company. In addition emphasis will be put on the companies' relevant competence within the discipline required for the sub assignment. There will be 1 person from the Bridge and Ferry Quay Section who will be responsible for the distribution, and an overview can be obtained upon request.

Egnethet til å utøve yrkesvirksomheten:
Tenderers shall have the the legal foundation necessary to fulfil the contract obligations. The tenderer must be registered in a company register as prescribed in the country where the tenderer is established.
Company Registration Certificate shall be attached to the tender.
A tax and VAT certificate shall be presented. Similarly, all foreign service providers must provide a certificate of having fulfilled their obligations relating to the payment of taxes in accordance with the laws of the country where they are established.
