Bøler School is a three-parallel 1-10 school The school was constructed in 1957. It comprises four buildings with a total gross area of 7 391 m². A ventilation system was installed in the 90's. In 2014-2015 a climate screen project was implemented, with U values close to passive house levels. The school now appear as new externally, and shall, after the project is completed, appear as ‘new’ internally, and contain technical systems in accordance with prevailing requirements. . All technical systems as well as surfaces shall be renewed. An adaptation to universal design shall also be implemented. A furnishing project shall also be completed. This is executed directly by the building owner and will be transferred to the contractor. There are some exceptions to the contract. These exceptions are listed in the description.
The assignment shall be conducted as an engineering, procurement and construction contract in a partnering model. The assignment shall be in accordance with the Municipal Undertaking for Educational Buildings and Property's contract which is based on NS (Norwegian Standard) 8407. However, this is to some degree adjusted in order to adapt to the partnering model.

An information meeting, followed by a site inspection, will be held for all tenderers. The meeting will be held 9.6.2015 (15:00). Meet at Bøler School in the lecture room (the H/J building), Utmarkveien 4, 0689 Oslo. Travel expenses etc. for the site inspection/information meeting are to be covered by the individual tenderers. The tenderers must bring their own protective equipment, such as helmets, protective shoes and I.D for the inspection.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Legally established company.
HSE self-declaration.
A Company Registration Certified must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.
The declaration shall be in accordance with the attached form, see attachment 1.
The HSE self-declaration must not be more than 6 months old.
The tenderer is obliged to require a similar declaration for all underlying sub-contractors.
Økonomisk og finansiell stilling:
Tax and VAT certificate (tax certificate).
Tax and VAT certificate(s) must be provided with the tender, showing the status for payment of:
Tax, advanced payments, garnishments, employers' national insurance contributions and VAT.
Tenderers with business addresses in other EEA countries shall submit equivalent certificate(s).
Missing tax and VAT certificate(s) will result in rejection of the tender.
The certificates must not be older than 6 months, from the day the certificates are available for the contracting authority.
The requirements regarding tax certificate(s) apply to all underlying sub-contractors.
— Credit appraisal/rating, not older than 6 months, based on the last known accounting figures.
The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years.
A rating should be carried out by an officially approved credit rating institution.
The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.
If the tenderer, due to valid reasons, cannot prove his financial position in accordance with the above listed documentation requirements, the Contracting Authority will evaluate other appropriate documentation.

Financial capacity to implement the contract.
Tax and VAT certificate (tax certificate).
Teknisk og faglig kapasitet:
Certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2002.
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
Statement of existing routines for environmental management, or valid certificate from a third-party verification system (e.g. Miljøfyrtårn (‘Eco-lighthouse programme’), ISO 14001, EMAS).
An overview of the assignments, including attestations, verifying satisfactory execution of the principal works in the previous 5 years. The attestations should state the value, time and place the work was performed and indicate whether the works were professionally and properly completed. References should be given and the Contracting Authority given authority to contact them.
