Qualification requirement:
Tax certificate for paid VAT.

For foreign contractors:
Proof that the company has fulfilled its obligations regarding the payment of social insurance and taxes in accordance with the legal provisions in the country where the tenderer is established, or in Norway.
The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
The tenderer is required to have a legally established company.
The tenderer must have satisfactory conduct.
The tenderer shall meet statutory wages and working conditions.
Documentation:
1. Certificate of paid tax and VAT from the Municipal treasurer's office (Form RF-1244). Any arrears must be justified.
2. Certificate of paid VAT from the Taxation Office (Form RF-1244). Any arrears must be justified.
A certificate issued by the relevant authority in the tenderer's home country will be seen as adequate. When the tenderer's home country does not issue such documents or certificates, they may be replaced by a declaration under oath or affirmation by the relevant person to a legal or administrative authority, a notarius publicus or other competent authority in the home country.

Økonomisk og finansiell stilling:
Qualification requirement: The tenderer must have the economic capacity to carry out the assignment/contract and be credit worthy.
Documentation:
Extract from the company's Annual Financial Statements for the last year, including notes and the board and auditor's reports.
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. A rating should be carried out by an officially approved credit rating institution.
If the tenderer has any valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer may prove its financial position with any other document that is acceptable to the contracting authority. If the tenderer has such valid reasons, he may contact the contracting authority in writing in order to clarify which other documentation is acceptable.

Documentation:
Tenderers can choose whether they will document fulfilment of the requirement by alternative 1 or 2:
— Alternative 1 — Central approval in enterprise classification 3 in the area of overall responsibility for control cf. the Building Application Regulations § 13-5 last paragraph.
— Alternative 2 — Account that substantiates that the tenderer (the company) has the competence to achieve central or local certification within enterprise classification 3 for overall responsibility for control.
A list of the most important performed services in the last 3 years.
The documentation shall state the work's value, date, place of execution as well as the name of the public or private recipient.
A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
