Sandefjord kommune

Sandefjord kommune shall establish a five year agreement for bank services (main bank agreement) for the municipality, applicable from 1.4.2016. From 1.1.2017, a ‘new’ Sandefjord kommune will be established after merging with Andebu kommune and Stokke kommune. The New Sandefjord kommune will have a new business registration number. Stokke kommune's bank agreement expires 16.5.2016. Andebu kommune's bank agreement expires 1.11.2016. From and including the expiration date for respectively Stokke kommune's bank agreement and Andebu kommune's bank agreement, these municipalities can participate in Sandefjord kommune's new bank agreement. In connection with the municipal merger 1.1.2017, the bank agreement will include the new and larger Sandefjord kommune.
Sandefjord kommune has approximately 45 300 residents, but the new Sandefjord kommune is expected to have between 59 000 to 63 000 residents.
A contract will be signed with one (1) tenderer.
The deadline for asking questions is 4.11.2015, 13.00.
Deadline for receipt of tenders is 17.11.2015 (post marked).

Requirement 1 Payment of public fees.
Norwegian tenderers shall submit certificates for paid Tax and VAT. The certificates must be presented before the tender deadline expires and must not be older than 6 months from the tender deadline. The tenderer must not have substantial arrears. Any arrears must be justified separately.

Foreign tenderers must submit proof that the company has fulfilled its obligations regarding the payment of social security contributions and duties in accordance with the legal provisions in the country where the tenderer is established, or in Norway. A certificate issued by the relevant authority in the tenderer's home country will be seen as adequate. If a tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given under oath or affirmation by the relevant person to a legal or administrative authority, a notarius publicus or other competent authority in the home country.

Requirement 4: The tenderer is required to have sufficient economic ability and security to carry out the agreement and minimum total assets of 20 000 000 000 NOK.

Submission of the company's Annual Financial Statements (last Annual Report to the Brønnøysund Register Centre, including auditor's assessment) and documentation of total assets.
Teknisk og faglig kapasitet:
Requirement 5: The tenderer is required to have experience and good references from equivalent assignments. The tenderer is further required to have good competence related to the assignment.
Documentation:
The tenderer must provide a list of the most important deliveries during the past 3 years, including information regarding value, quantity, date and recipient (name and e-mail address). Sandefjord kommune will also be able to place emphasis on their own experience with the tenderer.
