Bergen vann KF would like a contract with a service provider of automation services for water and sewage installations.
— The contract includes both services and material.
— The contract covers all technical water and sewage installations such as water treatment plants, pressure increasing stations, sewage treatment plants and sewage pump stations. There are a total of approx. 400 installations.
The water and sewage installations are party of an industrial character and it is important that tenderers can document experience and competence in water and sewage installations/industrial installations.

Requirements: The service provider should have his tax payments in order.
Documentation:
Tax Certificate, issued by the Tax office or the Tax Collection Office (form RF-1244). The tax certificate must not be issued more than 6 months before the deadline for requests to participate.
Foreign service providers are to provide certificates from the corresponding authorities in the countries where they are registered for tax.
If the authorities in respective countries do not issue such authorisation, the service provider must provide a self-declaration form regarding whether there are arrears on taxes and if so, the amount of this. The self declaration must be signed.
Requirements: The service provider should have his VAT payments in order.
VAT Certificate (Certificate for VAT paid, issued by the Tax Office or Tax Collection Office (form RF-1244) which is not issued more than six months before the deadline for requests to participate expires.
If the authorities in respective countries do not issue such authorisation, the service provider must provide a self-declaration form regarding whether there are arrears on value-added tax and if so, the amount of this. The self declaration must be signed.

Requirement: Service providers shall have a legally established company and authorisation.
Company Registration Certificate, not issued more than 6 months before the deadline for requests to participate expires. Foreign service providers must prove that the company is registered in a professional register or business register as prescribed in legislation in the country where the service provider is established.

Requirements: compliance with HSE regulations.
Service providers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities at any time stipulate.
Appendix 2 — A filled-in HSE self-declaration form. The self-declaration must not be issued more than 6 months before the deadline for requests to participate expires.
Teknisk og faglig kapasitet:
Requirements: Ability to fulfil the contract — personnel.
The service provider is required to show a good ability to carry out the assignment in accordance with the needs of the contracting authority. The service provider is required, therefore, to have sufficient capacity to be able to complete the task.
Documentation:
Overview of the company's total manpower and an overview of how many manlabour years of employees have competence in the systems stated in point 1.3.
Requirements: Experience from similar assignments.
The tenderer is required to have good experience with similar assignments. This is to be experience from work of the type Cactus CSX with substations type Allan Bradley PLC-5, SLC500, MicroLogix, ControlLogix and Siemens S-5, 135-U, 103-U, Racom MR25, MR400 and MG100.

The service provider must complete annex 3 — Reference Form, concerning the (number) most important relevant contracts in the last three years, including their scope (number of month-hours), value, time frame and the contracting authority or recipient. There must also be a summary of contacts for the contract in question, along with the telephone numbers and e-mail addresses of contacts.

Requirements for quality management.
The assignment requires service providers who have systems for quality management and effective flows of goods.
Documentation: (shall be given in one of the following ways):
Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If a service provider holds an ISO 9001:2000 or later certificate, this may be attached.

An apprenticeship scheme is required.
Service providers must have a certified apprenticeship scheme and have apprentices who are being trained. Apprentices can be required to carry out parts of the work.
Confirmation that the company is a certified apprentice company. Information on how many apprentices the company has per February 2015.
Requirements regarding wage and working conditions.
Employees are required to have wage and work terms in accordance with the current nationwide tariff agreement for the branch. There will be separate provisions in the contract that regulate conditions for documentation, self-reporting and sanctions for wage and work terms.
