The objective of the procurement is to procure a system for attribute-based access control, including new software and accompanying services.
The software shall contain a functionality in accordance with the XACM reference architecture, including:
— administration of polices (Policy Administration Point);
— evaluation of policy (Policy Decision Point);
— enforce the access control decisions (Policy Enforcement Point);
— integration with various information sources (Policy Information Point).
In addition to the software, the contracting authority shall procure services for supporting the Norwegian Labour and Welfare Administration in connection with implementation of policy based security, including:
— support in installation of the software in the Norwegian Labour and Welfare Administration's cloud-based operation environment;
— support in forming policies, name standards and attribute catalogue;
— support in consecutive management of the software in connection with major updating of versions or expansions during the agreement period;
— support/maintenance on licences during the agreement period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Norwegian tenderers must have their tax and VAT payments in order.
— Norwegian tenderers: Tax and VAT certificates from the tax authorities. The certificates shall not be older than six months from the deadline for requests to participate in the tender contest.
The tenderer is required to be a legally established company.
— Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
— Foreign service tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the state in which the tender is established.
Økonomisk og finansiell stilling:
The tenderer is required to have good financial solidity. A ‘good creditworthiness’ or better credit rating satisfies this requirement.

If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.
Teknisk og faglig kapasitet:
1. Excellent execution ability is required:
— Description of the tenderer's implementation ability that includes;
— A description of relevant units at the tenderer;
— Number of relevant human resources in accordance with the nature and extent of the procurement, within:
• Product expertise;
• ABAC system architecture;
• ABAC development;
• ABAC test expertise.
The template in annex 2 applies for other line points. The personnel proposed to the assignment should not be specified, and CVs should not be submitted.
Tenderers must take the requirements in point 1.4 and 1.5 in the qualification documents into consideration for the above mentioned description.
2. Significant experience from similar assignments is required.
Description of the supplier's three most relevant contracts in the last 3 years. Description on each delivery shall include:
— Recipient/contracting authority;
— Duration;
— Activity area/-process;
— Value (if the value cannot be specified due to confidentiality requirements, the tenderer is asked to specify the number of man-labour years for the Tenderer's input);
— The tenderer's function/area of responsibility;
— Use of flexible implementation model;
— Technology used.
The template in annex 3 shall be used for this point.
Name and contact details for the reference client's contact person who can confirm this information must be provided on request.
3. The Tenderer is required to have good and suitable quality assurance methods.
— A brief description of the Tenderer's general methods and processes that are relevant in ensuring the quality of the service. There should be no sales text, product descriptions or descriptions of experience The following areas shall be included:
• business/system architecture;
• design/development;
• tests;
• project management;
• maintenance.
— An account of the company's quality assurance system and any certificates issued by independent bodies.
