The Research Council of Norway (norges forskningsråd) shall evaluate the 22 social science institutes that are included in the guidelines for government based financing, and which receive basic function via The Research Council of Norway. In this connection, The Research Council of Norway, The Division for Science and The Division for Institute Police, extend an invitation to open tender contest for signing of agreements for the purchase of assistance.

Institute evaluations are an important element in the knowledge base for the institute policy. The external assistance that The Research Council of Norway seeks in connection with the evaluation of the 22 social science institutes is connected to 3 projects:— Project 1: Academic secretariat— Project 2: User and impact survey— Project 3: Bibliometry surveyTenderer may respond to 1 or all of the assignments. Each project will be assessed separately. 1) The tenderer shall be a legally established company. Documented by:
Norwegian companies: Company registration certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
2) The tenderer must possess competent personnel, documented by:

Økonomisk og finansiell stilling:
1) The tenderer must have sufficient financial ability to execute the contractual obligations, documented by:
Credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. The Research Council of Norway also wishes to obtain own credit assessments where appropriate.

2) The tenderer shall have his tax and VAT payments in order, documented by:
— Tax certificate.
— VAT certificate (Certificate for paid VAT).
Businesses can order tax and VAT certificates from the one place. You can either apply to your local tax collection office or to the tax office. The certificates should not be older than 6 months from the tender deadline. See: www.skatteetaten.no
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Teknisk og faglig kapasitet:
The service provider must have:
— Extremely good implementation ability and capacity to carry out the requested services.
— A good and well functioning quality assurance system is required.
Documented By:
— A brief description of the tenderer's implementation ability (for the relevant type of assignment) and capacity attached with a report on the company's procedure for quality assurance.
