Appraisal of the Programme Document (PD) for a new phase of the EAF-Nansen Programme

The procurement covers one fixed-price contract whereby the successful tenderer will be assigned responsibility to do an appraisal of the Programme Document (PD) for a new phase of the EAF-Nansen Programme. The appraisal is a quality control of the programme proposal, to assess the relevance, feasibility, cost efficiency and potential risks and sustainability of the development programme prior to the decision on funding. Furthermore, the appraisal should check if the information in the programme document (PD) is sufficient and reliable, identify additional information needed, and give advice on potential improvements that will contribute to a good programme design. The appraisal will be taken into consideration when a decision on funding of the programme will be made.
The assignment will be carried out from November 2015 to January 2016.The assignment has an estimated time frame of 320 hours.
The procurement is subject to parts I and II of the Regulation on public procurement with voluntary announcement in TED.
