An administrative system for terrain elevation data

Through the Geovekst co-operation terrain elevation data (point clouds from laser and image matching) have already been established. These data cover approx. 1/3 of the land areas. In addition, work has been implemented where the objective is to establish an all-covering National detailed terrain elevation model. The contracting authority requests tenders for establishment of a national administrative system for these terrain elevation data.
The administrative system for the terrain elevation data shall provide a reliable and secure administration of terrain elevation data, as well as ensure that the data are easily accessible in a separate access and export system and through some services.
In addition to point clouds, the administrative system shall also contain project-related and national elevation models (Digital Terrain Model and Document Object Model) in a GRID format.

Beskrivelse av opsjoner:
The contracting authority has the option to extend the contract on the same terms for 1 + 1 years so that the total possible contract length is 6 years.
There are also options in relation to the content of the system. This is further described in the Contracting Authority's requirement specifications.

1. The tenderer shall have settled conditions in relation to payment of taxes and VAT.

— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
2. The tenderer must have a functioning HSE system.

3. The tenderers shall be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the tenderer is established.

The tenderer's economic and financial position
1. The tenderer must have the financial capacity to implement the contract.
Documentation requirement:
— Last year's (possibly the last 3 years) annual financial accounts including the board's annual report and the auditor's statement.

— A credit evaluation/rating from a publicly certified credit rating institution, not older than six months, shall be enclosed with the tender.
If for valid reasons the tenderers are unable to submit the documentation as requested by the Contracting Authority, the tenderers may prove their economic and financial standing with any other document that the Contracting Authority is able to accept.

Technical and professional qualifications of the tenderer.
1. A good and effective quality management system is required for the provided services.
Documentation requirement:
Statement of the tenderer's quality assurance system/quality management system.
Alternatively copies of the system certificate issued by accredited certification organisations or equivalent documentation can be submitted.

(In cases where the tenderer will use a sub-provider or another company to fulfil the qualification requirements, cf. § 17-8 (2) and § 17-9 (2), the tenderer must enclose the necessary commitment statements from the relevant sub-providers, which document that the the tenderer can use the sub-provider's resources for this procurement.
