AL-15-01: Engineering design of a school

Alvdal kommune

Alvdal municipality has, through a decision made by the municipal council, decided to carry out engineering design of a new primary school located at Sørhusjordet in Alvdal. A room for cultural activities shall be integrated. The engineering design shall take into account educational considerations, functionality, land use, economy, operational advantages and disadvantages as well as traffic safety.
A multi-purpose hall and swimming pool shall also be subject to engineering design. 2 localisation alternatives for the following functions shall be subject to elucidation:
1. Integrated with school and cultural section at Sørhusjordet.
2. Integrated with the existing lower secondary school and swimming pool. For this alternative, a renovated swimming pool versus construction of a new swimming pool is considered. It is assumed that a multi-purpose hall shall be constructed on the site for the existing community centre, situated at Grindegga.

The tenderer shall be a legally established company. Norwegian service providers: Company registration certificate from the Brønnøysund Register Centre. Foreign companies: Registration certificates in professional registers as determined by legislation in the country in which the service provider is established.

The tenderer shall fulfil his obligations in relation to payment of taxes, VAT and other public excises. Norwegian service providers shall present a tax certificate for paid taxes and VAT, respectively. The tax certificate shall not be older than 6 months from the deadline for receipt of tenders.

Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial capacity for implementation of the assignment. Extended Report from AAA Soliditet. The report must be dated after the announcement date for the contest. If this is not enclosed, the tenderer shall confirm that Abakus as has been given the authority to obtain an extended report from AAA Soliditet, and that the information in this report shall form the basis for an assessment of the tenderer's economic and financial situation. Information on the tender date applies. A credit rating equivalent to or better than ‘A’ of ‘AN’ is required to participate in the competition.

Teknisk og faglig kapasitet:

The tenderer shall have experience from equivalent assignments. The tendering company shall document minimum 2 relevant projects in engineering design of schools, during the last 5 years. This requirement applies for architects. Documentation shall include the name of contracting authority, scope, content and delivery date.

The tenderer shall have a very good implementation ability. This shall be substantiated by presenting: — An overview of the service providers total manpower. — Information about established partners or sub-providers that have an impact on this delivery.

Enterprise classification Responsible designers, fire-proofing, shall have approval in TK3. The remaining disciplines shall have approval in TK2. If the tenderers does not have central approval, documentation shall be presented, which verifies that local approval in the relevant TK can be achieved.
