The procurement shall include all of the necessary equipment, software and services that are required for generating and management of real time and deviation information on buses and ferries in Østfold. Phase one includes approximately 105 buses, 5 to 6 ferries, 50 to 80 shelters, 7 to 9 ferry quays and approximately 5 signal systems with an upper cost limit of 8 000 000 NOK.Important elements in the procurement are, amongst other things:— Software/functionality for the real time system with working out prognoses for departures from bus stops.— Signs and monitors at selected bus stops, intersections, terminals etc.— Internal signs and screens for passengers in buses and ferries.— Equipment and software for audio of the content on the bus stop sign via speech synthesis, press buttons and loudspeakers.— Internal announcement of the next stops in buses and ferries.— External announcement of line and destination of buses and ferries upon arrival at stops.— Automatic control of external destination signs on buses and ferries.— Equipment and software for signal prioritisation (ASP) to signal systems.— System for receiving and forwarding static timetable data for presentation together with real time prognoses.— System for receiving, processing and publishing deviation and service information on signs, the internet and mobiles.— System for monitoring and administering signs and sign content/viewing.— Connecting and controlling of LED boards at Fredrikstad and Sarpsborg bus terminals..— Tool for extracting and processing traffic statistics.— Fleet management tool for operators and the contracting authority.— Services for the installation, configuration and testing of software.— Statistics and analysis tool.— Driver display.— Necessary communications equipment to buses and ferries, signs, operators and depots.— Installation services for equipment in vehicles and at stops and terminals.— System/interface for import and export of timetable data to other systems/applications.— Open interface/standards (SIRI) so that real time and deviation information can be exchanged with other systems/components.— Training and competence transfer to the contracting authority and operators and/or a third party.— Tool for administration, parameters and maintenance of the system.— Operation and maintenance of signs and systems.Further details and specifications of scope and delivery will be found in the tender documentation.12 000 00015 000 000

Beskrivelse av opsjoner:
Option on equipment for passenger counting on town ferries in Fredrikstad and purchase of new boards for the bus terminals in Sarpsborg and Fredrikstad in phase 1, and expansion of the real time information system to other parts of Østfold in phases 2 and 3, cf. the qualification documentation.

Requirement:
Good economic and financial capacity is required to execute the assignment.
Documentation:
Documentation: Attach the last three completed Annual Financial Statement including notes and the board and auditor's statements. The contracting authority reserves the right to carry out a credit ratings of the applicant via a credit rating company. If the application of valid reasons cannot submit the documentation that the Contracting Authority has requested, they may prove their economic and financial position with any other document that has relevance to the applicant's economic and financial position. For Norwegian tenderers, the Contracting Authority can take out a credit evaluation / credit rating report, not older than six months, and based on the last known fiscal figures.

Teknisk og faglig kapasitet:
Requirement:
— The company shall have good implementation ability.
— Applicant shall have an operative and good quality assurance system.
— The company shall have good experience from deliveries that include the requested services, equipment and software in an equivalent scope as that requested in this procurement.
Documentation:
— A brief and general description shall be give of which resources the applicant has at their disposal in the requested services, software and equipment. We are not requesting CVs in the qualification round.
— The tenderer shall describe their quality assurance system. If the tenderer's quality assurance system is described as for example ISO 27001 and ISO 27002 or equivalent third party verified systems, it is sufficient to submit a copy of valid certificates.

— Requirement for good experience and reference installations shall be documented by filling out a reference overview. Minimum of 3 and maximum of 6 authenticated certificates for project execution, operation and maintenance. At least 3 of the reference project shall have been during normal operation for at least 1 year and contain mainly the same system that is being offered to the Contracting Authority. The reference projects should also include receipt of external position/prognosis from external vehicles, vessels and real time system as well as automatic calls to active signal prioritisation (ASP).

Documentation provided under technical and professional qualifications is the basis for the Contracting Authority's evaluation and selection of which tenderers are best qualified to participate in the further contest. The Contracting Authority will use a points system to evaluate submitted documentation and will evaluate the solutions against each other. The three to five applicants with the highest points will be invited to submit a tender offer. See the qualification documentation.
