Advising Engineer Electrical (Norwegian abbreviation: RIE) — Renovation of Olav Kyrres gate 19

Stavanger kommune

The building at Olav Kyrres gate 19 is over 40 years old, and consumes a lot of energy. Therefore there is a need to examine energy-technical measures that will reduce the energy- and effect-needs for the building, which also give a reduction in CO2.
The current office-layout in the building is outdated, as well as having limited flexibility with regard to layout and does not meet the requirements for universal design. The offices including the technical installations are planned to be constructed in such a manner that moving and removing walls can be easily performed. The building is included in a cultural heritage plan with future conservation as a premise.
The entire building, both the office spaces and the swimming pool will be renovated, in addition to constructing a new energy-central within the building that will deliver renewable energy. Stavanger, Manchester and Eindhoven's common project for developing smart solutions for future city-development, Triangulum, has required the renovation project to be sped up. The City of Stavanger has through the Triangulum project committed itself to finish the new energy-central by the spring of 2017. Olav Kyrres gate 19 is a energy-demanding building and the current energy-source is electricity.
There has been conducted a feasibility study which is to be the main foundation for future engineering.

The business shall be legally registered.
— A certificate of business registration shall be attached.
The business shall have their affairs in order with regard to payment of taxes and other relevant duties.
A certificate of payment for VAT and taxes that is not older than 6 months prior to the tender due date shall be attached.
Insurance:
— A copy of valid insurance-certificates shall be attached.

Tenderer shall have the required economic ability to complete the contract.
The client will obtain credit-ratings from Commercial Delphi Score in Experian (Client has an agreement for services from Experian).
Tenderer has to minimum obtain an assessment as creditworthy (in Norwegian: ‘kredittverdig’)
Tenderer is presumed to be familiar with the registered information about their business and accept, by submission of their tender, that this information is obtained and used as the basis for assessing tenderer's economic affairs.
If tenderer is aware of information that will entail that the requirement for economic ability as described above cannot be met, tenderer may attach other documentation that confirms (explains that the requirement is met).
If client's credit-information regarding the individual businesses do not contain a credit-rating, client will seek to fulfil their need for information in other manners.
In the case that a tenderer relies upon other businesses' economic capacity to qualify, each of the businesses shall as a minimum also obtain an assessment as creditworthy.
In the case of mergers/acquisitions/new registrations of businesses, tenderer may be assessed on special grounds.

Teknisk og faglig kapasitet:
Tenderer shall have the competence and experience within the respective consultancy-service and have executed assignment of the same nature, complexity/difficulty and scope/size.
— A list shall be provided over the most important relevant deliveries and executed services the last 5 years, including information regarding type of building, year of execution, budget, energy-class and surface area. Client reserves the right to verify this information if necessary.

In the case of mergers/acquisitions/new registrations of businesses, tenderer may be assessed on special grounds.
Tenderer shall have sufficient capacity and ability to execute.
— A statement confirming that tenderer has sufficient capacity for the duration of the project shall be provided.
Tenderer shall have a least 3 full-time employees with a educational degree relevant to the assignment.
— Organisational chart/ overview of employees shall be provided.
Tenderer shall have a fully functional quality insurance system accommodated to the assignment.
— A certificate for the quality insurance system/ guidance system issued by an agency that confirms that tenderer meets certain quality insurance standard, f.ex. ISO 9001.
— Client will also accept other documentation showing that tenderer has equivalent quality insurance measures. In these cases an overall account of the content of the system shall be provided, including an overview of control-plans and check lists that are relevant for the project.
