Flytoget AS

Flytoget AS shall gather tenders for the operation of a system for information and advertisement facilitation for the company's advertisement carriers from 2016. The aim is to enter into a contract with a cooperation partner for the operation of an information system and to achieve advertising income through commercial exploitation of existing and future advertisement carriers.
Advertisements on the company's advertisement carriers have been well received in the market and by Flytoget's customers as regards the journey experience. The advertisement income has had a good development in recent years.
Flytoget shall offer the best transport service to and from Oslo Airport, with emphasis on safety, punctuality and service. We shall provide this with the help of a unique identity, the most efficient system and enthusiastic employees. At the same time the company shall actively orientate itself towards new business possibilities within the train market.
It is important for Flytoget that the social assignment is solved in a sustainable way. Flytoget's upper sustainability target is to contribute to increasing the proportion of public transport to Oslo Airport by up to 75 % within 2020. In addition the company shall engage in the development of the future railway, the joint work on climate and environment consciousness and the joint work to facilitate good exploitation of society's resources.
Flytoget has 344 employees and is located on the 13 floor in Posthuset in Oslo, Biskop Gunnerus gt. 14
This is a negotiated procedure with two stages, where stage one is a pre-qualification. When the pre-qualification has been held, the service providers who fulfil the qualification requirements will receive the tender documentation and will be able to reply to the competition.

If the tenderer is planning to use sub-providers, tax certificates must also be provided for them.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documented by: Company Registration Certificate or equivalent from the applicant's home country.
K 04 HSE self-declaration — Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Økonomisk og finansiell stilling:
K 05 Finances — Requirement: Service providers must have sufficient financial capacity to fulfil the contract. Documented by: The latest annual accounts with the auditor's comments — a bankruptcy rating of low or moderate at Proff Forvalt (http://proff.no/). The contracting authority will obtain documentation on the bankruptcy rating itself. Service providers who do not fulfil the financial capacity requirement can use other companies, e.g. by providing a fulfilment guarantee from a parent company. Attention is drawn to the fact that documentation in such an event must be provided that shows that the other company fulfils the qualification requirement and that the company confirms that they will make the necessary resources available to the service provider, cf. the utilities regulations § 7-11 (3).
