Bærum kommune shall procure an overall professional system in connection with the municipality's work with refugees and adult education. The paramount objectives of the procurement are to procure and introduce an overall professional system for both following up of the introductory programme and adult education which contribute to efficient and coordinated follow-up of participants/students. The new professional system for introductory and adult education work shall cover the requirements the municipality has for proper and efficient case administration, documentation and management. The system shall support the always prevailing laws and regulations, goals, services, development of services as well as comply with the municipality's requirements for a technical platform.
Bærum kommune shall mainly base the system on standard software (standard solution). In this contest Bærum kommune wants to receive tenders for a professional system in accordance with the described subject area which is based on standard software already in use by other customers.

REQUIREMENT 1 — Tax certificates
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
— Tax and VAT certificates
A tax certificate and a VAT certificate for paid fees, issued either by the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no
The certificates shall not be older than 6 months, from expiry of the tender deadline.
— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the tax authorities.
Requirement 2 — HSE self-declaration
Tenderers who will be performing work in Norway must present a self-declaration indicating that the tenderer meets, or if awarded the contract will meet, legal requirements in Norway concerning health and safety.
— Completed HSE self-declaration. The HSE self-declaration shall be signed by the general manager and a representative for the employees.

The tenderer shall be a legally established company

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.

The contractor is required to be financially solvent, which gives the contracting authority the security that the contractor will be financially viable throughout the period of the agreement.
