The objective of the procurement is to comply with the contracting authority's requirements for automatic fractioning of plasma, buffy coat and red blood cells. This shall be done by using a pipetting robot.
In order to provide services in bio banking, the contracting authority requires a reliable pipetting robot. The bio bank stores and processes an enormous number of samples of biological materials, of which each sample constitutes high value for existing and future research. The samples are considered irreplaceable for the contracting authority. In order to avoid unnecessary losses, contamination or other deterioration of the samples, the contracting authority is dependent on an instrument with high operational reliability, precision and with minimum chances of errors.
In order to attend to the requirement for processing a large amount of samples the contracting authority requires a robot with minimum four pipetting tubes and detection for fractions of plasma, buffy coat and red blood cells, either by using pipetting tubes or by using additional equipment. The relevant samples shall mainly be pipetted from vacutainer and vacuette tubes with various volume from three to ten ml, with and without gel. Other types of output tubes may also be relevant These tubes are marked with the contracting authority's 1D barcodes. The samples shall be pipetted further to matrix tubes with sizes of 500, 750 and 1,400ul, respectively. The relevant matrix tubes have 2D barcodes on the bottom.
The procurement also includes option for training of the contracting authority's employees, as well as options for service agreements after the guarantee period is expired.

The tenderer shall have settled conditions in relation to payment of tax and VAT.
Documentation requirement:
Tax and VAT certificates. The certificates shall not be older than six months from the deadline for receipt of tenders. The certificates can be obtained by contacting the local tax collection office or the tax administration.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ Head of Finance.

The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Documentation requirement: HSE self-declaration, filled out and signed in accordance with
the Public Procurement Regulations § 8-8. It is preferred that the tenderer use the attached template, see Annex 4.
The tenderer must be a legally established company.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
The tenderer should have good conduct: The tenderer should submit a declaration confirming that the requirements of Appendix 5 are met.

The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
— The tenderer's annual accounts including notes with the Board's and auditor's reports from the last year.
The Contracting Authority reserves the right to carry out a credit assessment.
If the annual accounts for 2014 are not complete and laid open to public inspection by the time of the tender deadline, the provisional figures for 2014 should be submitted.
Teknisk og faglig kapasitet:
The tenderer shall, through experience with equivalent assignments, have good implementation ability.
Documentation requirement:
A list with an overview of equivalent deliveries the previous 3 years. The list shall as a minimum contain:
— Name of the customer
— The scope of the assignment.
— The date of the assignment
— Short description of the delivery, including delivery of products and services
— The tenderer shall have adequate competence and the capacity to carry out the services on the offered instruments and applications.
Documentation requirement: A description of the tenderer's competence in the required product area, as well as technical (professional) personnel and technical units at the tenderer's disposal in connection with compliance with the contractual obligations, whether or not they belong to the company.

It must be clearly stated in the documentation that the technical personnel and units have professional competence in the service related methods, applications and implementation of a plasma fractioning instrument. The number of persons with this competence shall also be stated.

Tenderers shall have satisfactory routines for quality assurance adapted to the services that are to be provided.
Documentation requirement: A brief description shall be given of the overall quality assurance system that the tenderer will use for carrying out this contract.
Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008 Instead of attestation, other verifiable quality control systems are acceptable where relevant procedures, certificates and deviation management/improvement works etc. are documented.
