A maintenance agreement for the Arts Council Norway's net sites

Norsk kulturråd (The Arts Council Norway)

The Arts Council Norway shall enter into a maintenance agreement regarding the development of the Arts Council Norway's net sites. The net sites are using Liferay as the CMS (Content management System). The contract includes development, consultancy and administration in Liferay and associated systems for the net sites. This includes user support, documentation, testing and following up projects. The contracting authority will require continuous support in connection with requests and new requirements, as well as long-term development project that can be planned over time.
The objective of the agreement is to ensure that the contracting authority has access to the right competence in order to ensure quality, service and stability related to the Arts Council Norway's net sites, as well as further operation and development thereof.

Økonomisk og finansiell stilling:

— Credit assessment with key figures, from an approved credit assessment company, or equivalent documentation. Tenderers who are not credit worthy (for example score C or lower at Dun & Bradstreet) will have their applications rejected. Tenderers with a poor credit rating (for example score B from Dun & Bradstreet) are requested to unsolicited give an explanation of the rating and substantiate the assurance of the delivery. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past three years.

The business' annual report with notes and audit report for the last 2 financial years.

Teknisk og faglig kapasitet:

— A description of the tenderer's three most relevant assignments during the last three years. The description must include the contract value, date and recipient (name, phone and e-mail). References must be contactable if necessary, to clarify the relevance of the contract. However, it is the tenderer's responsibility to provide a description substantiating relevance.

— Statement regarding the tenderer's quality assurance/ management system. If the tenderer is certified in accordance with ISO 9001 or equivalent, the certification documents may be attached as verifying documentation, with a statement showing where the quality assurance system is described in the document.

— With any collaborative constellations and use of sub-providers, the tenderer shall attach the following:

— name, address and organisation number (company registration) for the sub-providers,

— description of which part of the assignment shall be taken care of by sub-providers,

— if the service provider is relying on sub-providers to meet one or more of the qualification requirements, adequate documentation should be provided to enable the sub-providers to prove that the requirement has been met,

— tax certificates and HSE self-declarations shall also apply to sub-providers, if any.
