The Storting invites tenderers to participate in a tender contest regarding maintenance, supplementation and consultancy services on software licences.
The objective of the framework agreement is to ensure the Storting's requirements on purchase of software licences (user rights for software), licence maintenance service and licence consultancy service. The agreement shall ensure that the Storting always has the most adequate and financial favourable licence agreements, and that the Storting gets access to consultancy services that are qualitative and financial favourable.

The agreement shall ensure that the Storting always has the most adequate and financial favourable licence agreements, and that the Storting gets access to consultancy services that are qualitative and financial favourable.

Beskrivelse av opsjoner:

The framework agreement period is 2 years with an option for a further prolongation in 2 years. The maximum total contract period is 4 years.

Egnethet til å utøve yrkesvirksomheten:

The tenderer must be a legally established company.

Documentation requirement:

Norwegian tenderers:

— Company Registration Certificate.

Foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

The tenderer should meet Norwegian HSE requirements when performing work in Norway.

— Completed and signed HSE self-declaration in accordance with Public Procurement Regulations, Annex 2. Please use the attached template, see section I, annex 2.

Økonomisk og finansiell stilling:

The tenderer shall have the tax, payroll tax and VAT payments in order.

Documentation requirement:

— Norwegian tenderers:

Certificate for tax and VAT. The certificate shall not be more than six months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no.

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderers should have sufficient economic and financial capacity to be able to fulfil the contract.

Solidity assessment from an approved credit rating company shall be submitted with the tender. The assessment must provide information about the credit rating and the extent of any risk of bankruptcy (bankruptcy prediction). The rating must not be older than 6 months.

If it is not feasible to obtain the above documentation, other relevant documentation can form the basis for qualification.

Minste nivå(er) av standarder:

Stortinget will reject tenderers with a poorer rating than ‘approved’ (credit rating)or tenderers with a bankruptcy risk over 7 % .

Teknisk og faglig kapasitet:

The tenderer shall have good experience from equivalent deliveries.

Documentation requirement:

Documentation of at least 3 relevant assignments in the last 3 years with the following information:

— Statement of the customer with contact information.

— Brief description of the assignment.

— The contract's scope and value.

The attached certificate template can be used. This template is to be found in section 1, annex 4.

In order to verify the scope and quality, the contracting authority reserves the right to contact the stated references without further notification.
