A framework agreement regarding consultancy services related to financial management in the Norwegian State

It has been decided that the Contracting Authority shall change the affiliation form from Administration Company to gross budgetary administration body and transition to the Governmental accounting standard (SRS) from 1.1.2017. In relation to this the Contracting Authority requires consultancy services.
Just after signing of contract, the Contracting Authority will make call-offs on the framework agreement. It is important that the supplier has available resources immediately after signing the contract.

Beskrivelse av opsjoner:
The contracting authority has the option to prolong the contract on the same terms for 1 + 1 years so that the total possible contract length is 4 years.
Any prolongation of the contract must be triggered at least 3 months before expiration of the agreement.

— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
— The last 3 years' annual accounts including the board's annual report and the auditor's statement.
If for valid reasons the tenderers are unable to submit the documentation as requested by the Contracting Authority, the tenderers may prove their economic and financial standing with any other documents that the Contracting Authority is able to accept.
