Beskrivelse av opsjoner:
The agreement shall have a duration of 2 years, with an option for the Contracting Authority to extend the contract for a further 2 years, to a total of a maximum 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement no. 1: Tenderers shall have their tax, payroll tax and VAT payments in order.
Documentation requirement no. 1: Norwegian tenderers: Tax and VAT certificate. The certificate shall not be more than six months from the deadline for receipt of tenders. The certificate can be electronically obtained from Altinn. Go to skatteetaten.no for further information

Foreign tenderers:
Foreign tenderers shall present equivalent certificates from the country in which they are established. The certificates shall substantiate settled tax and VAT conditions. If the authorities in the relevant country do not issue such certificates, the tenderer may present a statement which verifies that all taxes and duties are paid. The statement shall be approved and signed by the tenderer’s financial manager.

Qualification requirement no. 2: The tenderer must meet Norwegian HSE requirements when performing work in Norway.
Documentation requirement no. 2: Filled-in and signed HSE self-declaration in accordance with the Public Procurement Regulations annex 2. The tenderer is encouraged to use the attached template. C.f. section I, annex 2.
Qualification requirement no. 3. The tenderer must be a legally established company.
Documentation requirement no. 3: Norwegian tenderers:
— Company Registration Certificate.
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Qualification requirement no. 4. The tenderer must have good conduct.
Documentation requirement no. 4: The tenderers shall, through a self-declaration, verify compliance with the requirements given in section I, annex 3.
Qualification requirement no. 5: The tenderer shall, in connection with implementation of the contract, comply with the requirements in the Regulations of 8 February 2008 no. 112 regarding wage and working conditions.
Documentation requirement no. 5: Documentation:
— A signed self-declaration. C.f. the template in section I, annex 4.
Teknisk og faglig kapasitet:
Qualification requirement no. 6: The tenderer shall have sufficient implementation ability and capacity to comply with the Contracting Authority’s requirements included in the framework agreement.
Documentation requirement no. 6: The tenderer shall submit the following documentation:
— An overview of the technical resources in the company, with relevance to this agreement.
— A description of the routines on substitute/standby personnel in case of illness and equivalent, where the proposed personnel is unavailable.
Qualification requirement no. 7: The tenderer shall have good quality assurance routines.
Documentation requirement no. 7: A brief presentation of the company’s routines in relation to quality assurance, with emphasis on quality assurance, resource management, the management’s liability, continuous analyses and improvements. The presentation shall show the tenderer's system for inspecting its own works and reporting both internally and to the contracting authority.

In addition to the presentation, any certifications on quality assurance systems shall also be enclosed.
Qualification requirement no. 8: The tenderer must substantiate competence by equivalent central certification on the following:
— Executor (UTF) in measuring-in and marking out measures in enterprise class 3, and
— Engineer designer (PRO) in surveying technical engineering design in enterprise class 3
Documentation requirement no. 8: The documentation shall be given in one of the following ways:
— Alternative 1: A Copy of central certification as an executor (UTF) in measuring-in and marking out measures in enterprise class 3 and as an engineer designer (PRO) in surveying technical engineering design in enterprise class 3
Alternative 2: Other documentation which substantiate that the tenderer comply with the conditions for local certification as an executor (UTF) in measuring-in and marking out measures in enterprise class 3 and as an engineer designer (PRO) in surveying technical engineering design in enterprise class 3.

Andre særlige vilkår:
The tenderer shall ensure that employees in own organisation and employees of any sub-providers do not have inferior wage and working conditions than what are determined in the Regulations regarding wage and working conditions in public contracts. For areas that are covered by the Regulations on Common Tariff Agreements, the tenderer shall have wage and working conditions in accordance with the prevailing regulations. For areas that are not covered by the Regulations on Common Tariff Agreements, the tenderer shall have wage and working conditions in accordance with the prevailing nationwide tariff agreement for the relevant business sector. The above mentioned wage and working conditions shall apply to employees belonging to the tenderer and any sub-providers that directly contribute to performance of the contract. The tenderer’s general manager shall be responsible for compliance with this rule.

All contracts entered into by the tenderer involving the execution of work in accordance with this contract shall contain similar provisions.
