A combination vaccine against diphtheria, tetanus, pertussis, polio, Hib and hepatitis B

Nasjonalt Folkehelseinstitutt (The Norwegian Institute of Public Health)

The Norwegian Institute of Public Health shall enter into an agreement regarding the purchase of a combination vaccine for the diseases diphtheria, tetanus, pertussis, polio, Hib and hepatitis B (a six component vaccine), for the National Vaccine Programme The six component vaccine shall replace the existing five component vaccine (diphtheria, tetanus, pertussis, polio and Hib). It shall also partly replace the vaccine against hepatitis B for defined risk groups.
The six component vaccine is expected to be implemented in the National Vaccine Programme during the second quarter of 2016.
The contract award is subject final approval by the Ministry of Health and Care Services (HOD)/the Norwegian Parliament.
It is also a condition that the suggested amendment to the regulations regarding making the hepatitis B vaccine a general offer to all children through the Children Vaccination Programme, is implemented (deadline for inquiry is 17.4.2015).

The contracting authority has an option to prolong the contract for a further two years, with up to one year at a time on unchanged terms. The total possible contract length is four years (2+1+1).

Requirement: The tenderer shall have settled conditions in relation to payment of tax, payroll tax and VAT. The tenderer shall present certificates of tax, payroll tax and VAT. The certificates shall not be older than six months from the deadline for receipt of tenders.*

Documentation: Certificate showing paid taxes and VAT. * Foreign tenderers: Foreign tenderers must present equivalent certificates from the country of origin, which substantiate orderly tax and duty conditions. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the contract.

Documentation: The tenderer's approved annual accounts including notes with the Board's and auditor's reports from the last two years.
If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached.
The Contracting Authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Sub suppliers (parent companies/subsidary companies etc.):
If a tenderer will use sub suppliers (parent company, sister company etc.) in order to fulfil this qualification requirement, the tenderer must provide the above mentioned documentation for the sub supplier. See also point 2.1.5 in annex 2; the tender folder.

Teknisk og faglig kapasitet:
Requirement no. 1: The tenderer shall have good implementation ability, including experience from corresponding deliveries of offered or equivalent vaccine, of corresponding scope/extent, during the last three years.
Requirement no. 2: The tenderer shall have a good and relevant quality assurance system in relation to this type of delivery.

Documentation no. 1: Tenderers shalll enclose an overview of relevant deliveries in the last three years, which shall as a minimum include:
o A description of the product.
o The time of the delivery.
o The extent of the delivery.
If a tenderer will use sub suppliers (parent company, sister company etc.) in order to fulfil this qualification requirement, the tenderer must provide the above mentioned documentation for the sub supplier. See also point 2.1.5. in annex 2; the tender folder.
