The objective of this contract is to enter into an agreement regarding counting vehicles on the municipal roads in Oslo.
The countings shall be used as background data for environmental calculations, traffic analyses, model calibration and for dimensioning and assessment of concrete measures on the municipal roads.

Beskrivelse av opsjoner:
The service shall be provided in the period from the contract is signed in 2015 until 31.12.2016 with option for prolongation in one year on identical conditions.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement: Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement: Tenderers shall be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement: The Service Provider shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
Documentation requirement: HSE self-declaration filled out and signed.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
The Contracting Authority reserves the right to obtain credit appraisal/rating from an approved credit rating agency, and emphasise this rating in connection with evaluation of compliance with the requirement.
The service provider can rely on other company's capacity in order to comply with the qualification requirements. If this is the case, the service provider shall substantiate accessibility to the necessary resources, e.g. by presenting a statement of commitment from these companies.

The service provider shall indicate the proportion of the contract which may be provided by a sub-provider.

— the personnel that shall execute the mechanical countings must be installers with competence in electrical installations.

Requirement 3: A good and efficient quality assurance/management system for the requested services is required.
