1.2 The objective and extent of the procurement
Osloskolen can refer to an even and good result development over several years. We believe that managers play an important role in our schools and have therefore had a systematic development and follow-up of our managers over time.
We are in a period with a large increase in the number of pupils. This is putting increased pressure on the managers and management groups. It also means that Osloskolen will get many new managers in the future. We would therefore like to strengthen our commitment to manager development and management support.
The assistance shall cover a broad spectrum of services such as courses and training and process guidance. In addition the consultants can also act as an advice and guidance partner.
Fields that are to be covered in the contract:
— Result development and result management;
— Communication and relationship building;
— Team development;
— Manager training;
— Advice/guidance/coaching;
— Process assistance for changes, restructuring and other demanding processes;
— Culture changes and culture development.

Based on historical figures the contract value is estimated to be between NOK 4 000 000-6 000 000 for the entire contract period.
The contracting authority would like to enter into a parallel framework agreement with 3 service providers.
The contracting authority would like the flexibility to choose the best suited service provider for the assignment in question for call-offs under NOK 50 000.
For assignments over NOK 50 000, the contracting authority will hold mini competitions between the 3 framework agreement service providers. (See a more detailed description in the enclosures to the framework agreement's annex 2.).

The service provider shall be a legally established company
— Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the service provider is established.
Økonomisk og finansiell stilling:
The service provider must have the financial capacity to carry out the contract.
Documentation requirement: The company's last annual report.
Minste nivå(er) av standarder:
The service provider shall be credit worthy. Credit rating, not older than 1 year, based on the last known accounting figures.
Teknisk og faglig kapasitet:
Relevant experience from similar assignments.
Documentation requirement: List of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the recipients.
The tenderer is required to have a good ability to carry out the contract.
Documentation requirement: Description of the service provider's capacity and professional qualifications. An overview of the company's total manpower within the discipline is wanted for the capacity.
With regard to qualifications, a brief overview of general relevant expertise at the service provider is requested. Named persons and CVs are not required for this requirement.
