The contracting authority shall procure a service provider for the upkeep and management of parks and recreational areas in the central region. This region consists of known and important parts in the centre of Oslo such as, amongst others, Rådhushagen, Eidsvolls plass and Studenterlunden. Fountains are a part of the contract as the operation and management of them has been given back from the Agency for Water and Sewage. The aim of the procurement is to ensure the upkeep and management of parks and recreation areas in accordance with the desired standard in the central region. This includes planting flowers, bulbs, cutting grass, caring for trees, pruning and other vegetation care, as well as cleaning, maintenance and operation. It is very complex and the properties have many technical installations that are included in the contract, including, for example, fountains and automatic watering systems. The procurement will contribute to maintaining the Agency for Urban Environment's vision of a safe, beautiful, environmentally friendly and sporty town. See the attached description of the upkeep and management for further information, which is mainly based on NS 3420-AM, -AU, -AK, -FB, -KB, -KT and -NY, the most recent versions. There are 35 parks in total. The site map is only available in electronic format on the internet. The map base has a search function. Training in the use of the base will be given at the tender conference. User guidelines are in annex 1.1.4. The description shall apply if there is a discrepancy between the map and the description.The amounts in the paragraph with calculation are only estimated amounts and are not binding for the contracting authority.Some chattels accompany the contract, which shall be stored when they are not in use. See the separate overview in annex 1.1.1 chapter General part.The contract will be valid from when it is signed until 31.12.2018. Requirement A. Service providers shall have their tax and VAT payments in order.
Documentation requirement A1. Certificates for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign service providers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement B. Service providers shall be a legally established company.
Documentation requirement B1. Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
C1. The company's last three Financial Statements including notes, the management's Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures.
C2. Credit evaluation/rating, not older than one year, and which is based on the last known fiscal figures.
C. Service providers must have the financial capacity to implement the assignment/contract.

If a service provider will use other companies' capacity to fulfil some of the qualification requirements, a declaration of commitment must be attached from these other companies stating that the service provider has authority over the necessary resources. Sub suppliers' qualifications must be documented in the same way as the main service provider.

The contracting authority draws attention to the fact in the event of a discrepancy between the qualification requirements in point 3 with sub points in the tender documentation and the competence requirements as described in the description, annex 1.1.1/1.1.2/1.3, the competence requirements in the tender documentation apply before the description.

D1. An account of the service provider's technical personnel and technical units that the service provider has at his disposition to fulfil the contract, regardless of whether they belong to the company or not.
D2. A statement of how much of the contract the service provider intends to use sub suppliers for.
D3. Commitment statement from any sub suppliers.
D4. A statement of the implements, machinery, tools, materials or technical equipment at the disposal of the service provider for the execution of the contract.
E1. The service provider's/sub supplier's most important deliveries from equivalent vegetation contracts in the last three years, including the assignment's value, date and recipient.
F1. Information on the education and professional qualifications at the service provider and the company's administrative management, particularly for the person(s) responsible for providing the service.
F2. A copy of certificates of apprenticeship/diplomas/grades/an account of experience and competence are wanted.
G1. A description of quality assurance methods. If a service provider is certified, it is sufficient to enclose the certificate.
H1. A description of relevant environmental management measures that the service provider can use for fulfilment of the contract.
D. A good ability and the capacity to fulfil the contract are required.
E. Service providers shall have good experience from equivalent work.
F. The company is required to have the following competence at its disposal:
— min. 3 skilled workers with a certificate of apprenticeship or gardener/market gardener education or equivalent gardening competence for this assignment.
— min. 1 person with relevant higher education (university college education or equivalent), such as landscape engineer, horticulture or equivalent gardening competence. Long and solid real competence can be approved instead of formal competence.
— min. 2 skilled or certified tree surgeons. Real competence can be approved instead of formal competence.
— min. 1 technically educated person. Real competence can be approved instead of formal competence.
G. A good, efficient quality assurance system is required.
H. A system is required for environmental management.
Andre særlige vilkår:
The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008. The form for self-reporting wage and work terms (annex 3.4) shall be filled in by the service provider that the Agency for Urban Environment enters into this contract with. The completed form shall be submitted after the award of contract letter has been published and before the contract is signed.

The service provider shall ensure that during the entire contract period at least 2 apprentices are utilised for carrying out work connected to this contract. The service provider shall document that the requirement is fulfilled by the start of the work, and otherwise upon the contracting authority's request.

The apprentice requirement shall be met regardless of whether the work is carried out by a main contractor or subcontractor.
Foreign service providers can, when carrying out the assignment, fulfil the apprentice requirement by using persons whose work is included in actual vocational education in another EU/EEA country.
If a service provider can document that appropriate measures have been taken to get apprentices, which have not succeeded, the service provider can request assistance from the contracting authority in getting apprentices. If the contracting authority cannot assist, the apprentice requirement does not apply.
