Lørenskog Sixth Form College was established in the existing premises in 1974, and the college's indoor climate was improved by an indoor climate project in 2013.
The addition connected to Lørenskog Sixth Form College shall be a detached building connected to the old building by an intermediate building, which shall be the College's new entrance. The building will have a gross area of 2 203 m² and a net area of 1 562 m², as well a reconstruction area of 173 m².
The addition shall contain a vestibule/intermediate building, a kitchen/canteen, an auditorium, four education rooms and one large meeting room/education room as well as work stations for teachers. An unheated garage shall also be established.

Økonomisk og finansiell stilling:
2.01 The tenderer's financial and economic position.
The tenderer must either have the required finanicial and economic capacity for the contract in his own company, or he must be able to access it.
Documentation requirement:
2.01.01
Extracts from the company's Annual Financial Statements for 2013 and the auditor's report.
Companies that cannot fulfil the requirement for excerpt of annual accounts, may alternatively submit a business plan with the overall plan for the funding.
When assessing the tenderer's financial and economic position, the contracting authority will collect information from Dun & Bradstreet (D&B) Bisnode.
For this contract a company rating in D&B of A (credit worthy), part judgement for the finances of "Satisfactory" and a payment history of "Acceptable" may be sufficient.
The tenderer shall present a written agreement with documentation, verifying the financial and economic position required. This applies if the requirement is not covered by own company.
2.02 Arrears of taxes and duties
The tenderer must not have arrears of taxes and duties without having confirmed a repayment agreement with the tax and duty authorities.
2.02.01

2.03 Debt negotiations or bankruptcy
The tenderermust not be in debt negotiation or bankrupt.
Teknisk og faglig kapasitet:
3.01 The tenderer's professional qualifications.
The tenderers must have resources in their own company or have at their disposal resources that have the education and professional experience required for the execution of the project's main disciplines.
The following main discipline areas shall be documented:
— general responsible for execution
— load bearing metal or concrete structures
— electrical installation works with fire alarms, emergency lights
and guide system
— sanitation, heating and fire-extinguishing installations
— ventilation and climate installations
— lifting devices
Electrical contractors/electric fitters shall be authorised in accordance with the regulations given in the Electrical Inspection Law.
Documentation requirement:
3.01.01
A description of the tenderer's technical personnel or technical units (the project organisation) that the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not. (See the Public Procurement Regulations § 17-9(1)a)

3.01.02

3.02 The tenderer's most important carried out services within the discipline.
The tenderer shall, during the last 5 years, have carried out at least 1 project contract of an equivalent size with a contract cost of approx.
50 000 000 NOK, excluding VAT and with a complexity equivalent to this assignment.

An overview of work carried out during the last five years.
The documentation should state the value, time frame and place the work was performed and indicate whether the works were professionally and properly completed.
3.03 The tenderer's work force
The tenderer shall have at least 20 of its own employees in the work force and at least two of its own employees in the administrative management.
3.03.01
A statement of the tenderer's average workforce and the number of employees in the administrative management during the last three years.
3.04 The tenderer's quality assurance system.
The tenderer shall have a system for quality assurance of the delivery which is in accordance with the regulations' requirement when application on right to accept responsibility is sent. See the guidelines formulated by the National Office of Building Technology and Administration; www.dibk.no/
