The organisation analysis and organisation development shall support the Education Department so that it always have the most appropriate organisation to achieve the set targets.
The service provider must be able to assist with optimising the organisation so as to support the services we provide as much as possible and at the same time ensure the best possible processes in the entity. It is important that the service provider can refer to in-depth knowledge of municipal departments' forms of management and the service provider shall have a basic understanding of political processes. In addition it is decisive that the service provider has the competence to understand the organisation's need and wishes in order to give the necessary advice, as well as the ability to adapt measures to our entity.
Themes that will be relevant can include, amongst other things:
— Organisation analysis and organisation design;
— Consequence analysis;
— Benefits analysis and benefit management;
— Streamlining;
— Work processes, roles and responsibility.

The contracting authority would like the flexibility to choose the best suited service provider for the assignment in question for call-offs under NOK 50 000.
For assignments over NOK 50 000, the contracting authority will hold mini competitions between the 3 framework agreement service providers. (See a more detailed description in the enclosures to the framework agreement's annex 2.).

— The service provider shall be a legally established company — Norwegian companies: Company registration certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:
— The service provider must have the financial capacity to fulfil the contract.
— The company's last annual report.
— The service provider shall be credit worthy. Credit rating, not older than 1 year, based on the last known accounting figures.
Minste nivå(er) av standarder: The service provider shall be creditworthy.
Teknisk og faglig kapasitet:
— Relevant experience from similar assignments.
— List of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the recipients.
— The service provider is required to have a good ability to fulfil the contract — A description of the service provider's capacity and professional qualifications. An overview of the company's total manpower within the discipline is wanted for the capacity.

With regard to qualifications, a brief overview of general relevant expertise at the service provider is requested. Named persons and CVs are not required for this requirement.
