2016 Framework agreement for computers and accessories

Nordland fylkeskommune (Nordland county)

Nordland fylkeskommune shall enter into framework agreement with a tenderer for the purchase of desktop and laptop computers, thin clients, monitors and various computer accessories.
The agreement has a total duration of up to 4 years (1 year, with an option to extend 1 year + 1 year + 1 year).
Annual call-offs will depend on the county's budget, and the estimate which is non-binding, is 950 computers, 100 thin clients and 400 monitors. In addition there will be various additional equipment.
Computer equipment for pupils is not included in this agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
K 01 Certificate for tax and VAT — Requirement: The tenderer must have submitted their assignments and paid government taxes and duties. Documented by: A certificate for tax and VAT. The certificate must not be more than six months old when calculated from the deadline for submission of the tender offer. Any arrears or other irregularities must be justified.

K 02 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
K 03 HSE self-declaration — Requirement: The tenderers shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding health, safety and environment. Documentation: A signed HSE self-declaration.

Økonomisk og finansiell stilling:
K 04 Requirement: The tenderer must have sufficient economy to execute the assignment. Documented by: Annex of the 2014 Annual Financial Statements (with comparable figures for 2013), including notes, as well as the Board's and auditor's reports. The contracting authority will obtain the tenderer's credit rating which will be used in the evaluation of the tender. ‘Sufficient economy to execute the contract’ means that the tenderer's financial position must not be so weak that there is a high probability of bankruptcy in the contract period. The assessment of whether the requirement is fulfilled will be based on judgement and a credit rating score is not an absolute requirement.

Teknisk og faglig kapasitet:
K 05 Requirement: The tenderer shall have good experience from equivalent deliveries. Documentation: Overview of three assignments of relevant size carried out during the last three years, with information about; name of the customer, turnover per year, contact person (name, position, telephone, email) and description of the delivery/assignment. The Contracting Authority retains the right to contact one or more of the references.
