Forsvarets logistikkorganisasjon (FLO) (the Norwegian Defence Logistics Organisation)

The aim of this procurement is to ensure that the Norwegian Defence has access to knowledge from research, analyses and trends regarding all aspects of the ICT market, nationally and internationally, through the possibility of procuring subscriptions to strategic analysis and consultancy services within ICT.
In particular the subscriptions shall support governance, long term architecture work, exercising specialist authority tasks and planning projects.
The knowledge shall be made available for the subscriber through consultancy, publications and seminars/conferences that are available through the chosen subscription. Tenderers must be worldwide, recognised and independent of products/suppliers.
Furthermore, the contract shall ensure that the Norwegian Defence has options to prepare analyses and reports etc. according to their own specifications.

The tenderer must be a legally established company.

Tenderers shall fulfil the registration requirements in the company register or equivalent register, as prescribed in the country where the tenderer is established.

Norwegian tenderers — Business Registration Certificate.

Foreign tenderers are required to present proof that the tenderer is registered in a professional register, trade register or company register as prescribed in the country where the tenderer is established.

Tenderers must confirm that the company in question is independent of suppliers/products. This is important to avoid, amongst other things, possible conflicts of interests with other procurements.

‘Independent of suppliers/products’ means that the tenderer and the tenderer's services (consultancy, analyses and courses/conferences etc.) are completely independent as regards service providers, rightful owners, manufacturers of equipment and other potential tenderers of future ICT procurements in the Norwegian Defence.

Tenderers shall enclose a self-declaration.

Teknisk og faglig kapasitet:

It is important for the Norwegian Defence that the tenderer is a recognised actor in a global market and has long experience within the entire ICT discipline, also including ICT within the Defence Sector. Tenderers must therefore have a minimum of 200 consultants and experts available, of which a minimum of 100 of these shall have more than seven years experience within the ICT branch, and more than ten shall have experience within the Defence Sector.

Tenderers shall explicitly confirm this is a separate text in the tender, which shall be enclosed in chapter 3.

Tenderers shall have provided subscriptions for analysis and consultancy services on a strategic level, which are relevant for this procurement, for a minimum of five customers who each have more than 10 000 employees.

A minimum of one of the customers shall be within public administration in Norway and a further 1 within the defence sector in a Nato country.

Tenderers shall give a short account of the delivery for each of these five customers, including:

— state the contact date for each of the five reference customers and

— for each reference customer give a description that documents that the deliveries are relevant for this enquiry.

The account shall altogether be a maximum of five A4 pages.

Tenderers shall have provided specific consultancy services on a strategic level in the form of reports and recommendations or quality assurance that can be compared with the Norwegian Defence.

Tenderers must be able to refer to 3 reference customers, of which a minimum of one of customers shall be within public administration in Norway.

Tenderers shall give a short account of the delivery for each of these three customers:

— Tenderers shall state the contact data for each of the 3 reference customers.

— Tenderers shall give a description for each reference customer that documents that the deliveries are relevant for the requirements in this enquiry.
