The aim of the procurement is to establish a new and modern system to support for laboratory activities in Kripos and the Norwegian police. The Norwegian Police has the following general requirements for a new Laboratory Information Management System (LIMS):
Expectations that legal security and quality are maintained. The Police Register Act requires traceability and verifiability.
Future accreditation must be maintained.
There is a need to offer more and better information for statistics and analysis purposes.
The system shall be able to follow and trace objects (chain of custody/chain of evidence), both as regards time and place from the moment Kripos has them until Kripos is not involved with the objects anymore. Complete verifiability is thereby maintained over the chain of custody and chain of evidence. In addition the system shall be able to avert mishandling, misuse and the loss of objects.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate. Requirement: Tenderers shall have submitted their tax, payroll tax and VAT assignments. Documented by: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers should be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Økonomisk og finansiell stilling:
Credit evaluation/rating. Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent. Documented by: A credit evaluation/rating from a credit assessment institution, not older than 6 months.

Binding statement. Requirement: Interested tenderers shall have established connections with any sub suppliers/collaboration partners/agents and shall be able to use the offered resources during the contract period. Documented by: Tenderers shall enclose a binding statement (self-declaration) from any sub suppliers/collaboration partners/agents. The binding statement (self-declaration) shall at a minimum include; ‘X (sub supplier/collaboration partner/agent) confirms that Y (tenderer) can use the offered resources during the entire contract period’. Date and signed by X.

Teknisk og faglig kapasitet:
Quality assurance/quality management. Requirement: Tenderers shall have a good and well functioning system for quality assurance/management. If the interested tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate. If the interested tenderer is not certified, the quality system must be documented. Documentation shall as a minimum comprise procedures/routines for:·—treatment of nonconformities and complaints: —approval of the sub-contractor —process from receipt and registration of orders until delivery to the client has occurred.

Experience. Requirement: Tenderers must have sufficient experience from equivalent contracts. The tenderer must enclose a list of the most important deliveries during the past three years, including information concerning value, date and recipient (name, telephone number and e-mail address). Each contract must be described in sufficient detail for the contracting authority to assess experience and relevance. Relevant means the delivery of a system as described in 1.3 the procurement's purpose and 1.4 the procurement's extent. References will be contacted if necessary.

Capacity and competence. Requirement: Tenderers shall have sufficient capacity and competence to fulfil the contract. Tenderers shall enclose an overview of the resources that the tenderer can use for fulfilment of the contract as described in 1.3 the procurement's purpose and 1.4 the procurement's extent.
