2015 Framework agreement mobile telephones and tablets

Nordland fylkeskommune (Nordland county)

Norland County shall enter into a framework agreement for the procurement of mobile telephones and tablets. The competition is divided into 2: 1 competition for mobile telephones, tablets and additional equipment with the iOS operative system and 1 competition for the Android and Windows operative systems as well as additional equipment.
Each competition will result in a separate framework agreement. Attention is drawn to the fact that in Mercell each sub competition is listed as a ‘lot’. We would like to clarify that there are not 2 lots, but 2 sub contracts. Each operative system represents a lot (sub competition).
The contracting authority estimates a total annual procurement of approx. 350 mobile telephones and 230 tablets. In addition there will be additional equipment. See each sub competition for further information on how the total extent will be divided between iOS and Android/Windows products.
The competition does not include subscriptions and calls. All the offered products shall be delivered unlocked from the operator.

Egnethet til å utøve yrkesvirksomheten:

K 01 Tenderers shall have their tax and VAT payments in order. Documented by: A tax and VAT certificate, not older than 6 months. Any arrears or other irregularities must be justified. The certificate can be ordered and obtained from altinn.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. Foreign tenderers shall submit a certificate from equivalent authorities in their home country.

K 02 The tenderer shall be a legally established company Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

K 03 Tenderers must vouch for the fact that the company works systematically to comply with health, environment and safety legislation and satisfies the Internal Control Regulations. Documented by: A signed HSE self-declaration (tenderers can use the attached template, K03 Template HSE self-declaration).

K 04 Tenderers must have good conduct. Documented by: Tenderers shall, via a self-declaration, confirm that the company has not, during the last 5 years, been legally convicted for participation in a criminal organisation, corruption, fraud or white washing of money (tenderers can use the attached template, K04 Template self-declaration corruption etc.).

Økonomisk og finansiell stilling:

K 05 Tenderers must have sufficient finances at the tender deadline to fulfil the contract. Documented by: Enclose the accounts for the last 2 years (2013 and 2014) including the notes and the auditor's confirmation. The contracting authority will obtain a credit rating which will be used in the evaluation of the tender. ‘Sufficient finances to fulfil the contract’ means that the tenderer's financial position must not be so weak that there is a high probability of bankruptcy in the contract period. The assessment of whether the requirement is fulfilled will be based on judgement and a credit rating score is not an absolute requirement.

K 06 Tenderers must not be in debt negotiations or petitioned for bankruptcy at the tender deadline. Documented by: A self-declaration from the tenderer. (Tenderers can use the attached template, K06 Template self-declaration bankruptcy etc.).

Teknisk og faglig kapasitet:

K 07 Tenderers shall have experience from at least 3 equivalent assignments in the last 3 years. Documented by: Tenderers are to fill in the attached template, K07 Template reference form. In addition tenderers must enclose certificate from the same 3 contracting authorities.
