This includes total responsibility for the provision of operator services with functions across both landlines and mobiles, including mobile broad band/mobile data and internet centric services. The service provider shall offer good and nationwide, secure and stable access to the mobile and landline network, supported by professional monitoring, error recovery and warnings. The Norwegian parliament's commitment to a new Mobile PC-platform, Mobilt Storting, will result in all PC users at the Norwegian parliament quitting stationary systems and, with the new system, having access to everything everywhere. The work of implementing Mobilt Storting will be carried out in several phases. Stationary PCs will first be replaced with laptops without speech integration with the public tele network, but this is planned in the next phase. The service provider and contracting authority must, in time with the user adoption of the Mobile platform with fully integrated speech traffic, in cooperation facilitate a smooth transport stage to a target communication picture. The contracting authority presumes a ‘living contract’ which allows the inclusion of new services and functions that come about in the contract period. The contracting authority expects the service provider to contribute actively on the road to a future orientated and coordinated communication infrastructure.

The party groups are separate legal units with responsibility for their personnel and finances. The party groups at the Norwegian parliament shall be able to join the contract with the service provider on the same or better terms than the contracting authority has with the service provider. Any subscriptions connected to the party groups shall be invoiced to each party group directly, and the contracting authority will be financially obligated.

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation:
Certificate for tax and VAT. The certificate shall not be more than 6 months old when calculated from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see https://skatteetaten.no/
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/person responsible for Finance.

It is important for the contracting authority that it is assured that the service provider who is awarded the contract has resources with competence to provide the services covered by the framework agreement.
An overview shall be included in the tender that documents how many employees the tenderer uses (on the date the tender is submitted) within the disciplines sales and marketing, administration, customer support and training, technical advice and technical support. One resource can only cover one category in this overview.
