The contracting authority shall enter into contracts to cover their telecommunication needs. This includes total responsibility for the provision of operator services with functions across both landlines and mobiles, including mobile broad band/mobile data and internet centric services.
The service provider shall offer good and nationwide, secure and stable access to the mobile and landline network, supported by professional monitoring, error recovery and warnings.
The Norwegian parliament's commitment to a new Mobile PC-platform, Mobilt Storting, will result in all PC users at the Norwegian parliament quitting stationary systems and, with the new system, having access to everything everywhere.
The work of implementing Mobilt Storting will be carried out in several phases. Stationary PCs will first be replaced with laptops without speech integration with the public tele network, but this is planned in the next phase.
The service provider and contracting authority must, in time with the user adoption of the Mobile platform with fully integrated speech traffic, in cooperation facilitate a smooth transport stage to a target communication picture.
The contracting authority presumes a ‘living contract’ which allows the inclusion of new services and functions that come about in the contract period.
The contracting authority expects the service provider to contribute actively on the road to a future orientated and coordinated communication infrastructure.

Beskrivelse av opsjoner:
The employees in the party groups (approx. 190 persons) are not covered by the contracting authority's telecommunication. The party groups are separate legal units with responsibility for their personnel and finances. The party groups at the Norwegian parliament shall be able to join the contract with the service provider on the same or better terms than the contracting authority has with the service provider. Any subscriptions connected to the party groups shall be invoiced to each party group directly, and the contracting authority will be financially obligated.

This option on the contracting authority's contract is only possible for the party groups in the Norwegian parliament, and it cannot be used by the party organisations centrally or locally.

Requirement:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation:
Certificate for tax and VAT. The certificate shall not be more than 6 months old when calculated from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see https://skatteetaten.no/
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/person responsible for Finance.

The tenderer must fulfil Norwegian HSE requirements when performing work in Norway.
Filled in and signed HSE self-declaration in accordance with PPR Annex 2. Please use the attached template, see part 1 annex 6.
The tenderer must be a legally established company.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
The tenderer must have good conduct.
The tenderer must, in a self declaration, confirm that the requirements in Part I Annex 2 have been fulfilled.

The tenderer must have sufficient solidity.
Documentation:
Solidity assessment from an approved credit rating company shall be submitted with the tender. The assessment must provide information about the credit rating and the extent of any risk of bankruptcy (bankruptcy prediction). Service providers with a rating worse than B2 will be rejected.

The Contracting Authority can, free of charge, undertake an assessment of the service provider's economic and financial position by utilising the services of Proff™Forvalt (www.forvalt.no)
If it is not possible for the service provider to obtain the above documentation, other suitable document connected to the service provider's economic and financial standing/ solidity may be made the basis for the qualification assessment.

Discipline
Tenderers shall have telecommunication as an established discipline.
Documentation:
Tenderers shall describe their company, including
a) History and the current organisation.
b) The discipline telecommunication.
c) Short description of any sub suppliers that will be used.
Competence and resources
Tenderers shall have sufficient resources and competence to fulfil the contract.
It is important for the contracting authority that it is assured that the service provider who is awarded the contract has resources with competence to provide the services covered by the framework agreement.
An overview shall be included in the tender that documents how many employees the tenderer uses (on the date the tender is submitted) within the disciplines sales and marketing, administration, customer support and training, technical advice and technical support. One resource can only cover one category in this overview.

The capacity to provide nationwide services
Tenderers shall provide secure and stable nationwide telecommunication services on the the landline and mobile networks.
An account shall be given of how the tenderer will provide nationwide services connected to the following areas:
— Mobile network
— Landline network
Tools and methodology for monitoring and error recovery.
Tenderers shall have established tools and methods within monitoring and error recovery for the landline and mobile networks.
An account shall be given of what methods, tools and best practice the tenderer has within monitoring and error recovery for the landline and mobile networks, including:
— Framework (processes)
— Tools
The service provider shall have very good experience from the provision of equivalent services to organisations of the same extent as the contracting authority.
A list with an overview of a minimum of three equivalent service provisions in the last three years. The list shall as a minimum contain:
— Name of customer
— Contact person with a telephony number
— The contract value and scope
— The date of the assignment
— A brief description of the tenderer.
The references will only be contacted for verification of the contract.
