2015/58 — Endodontic consumables for regional dental clinics in Møre og Romsdal county

Møre og Romsdal County shall implement a tender contest for the delivery of equipment which shall be used in connection with mechanical root filling of teeth (‘Out Reach Project’).
In order to ensure high quality and patients' safety, skills upgrading will be a vital part of the dental health service DOT in Møre and Romsdal County is now in process of implementing skills upgrading courses for the subject area mechanical endodontic/root filling. This is also included in a research project connected to the Faculty of Dentistry at the University of Oslo and the Dental Health Service's Competence Centre in Mid-Norway (TkMN). By this the dental health service, through own employees, contributes to skills upgrading and research based knowledge within a central subject area. Because of the research, it will, whilst this project is in process, be necessary that all operators use equipment with dimensions/technical specifications identical to previous research project. The reason for this is to obtain comparable data.
VDW's Reciproc products have been chosen for implementation of this project.
The County publish this tender contest as a result of the Contracting Authority's agreement supplier of Dental consumables is not able to obtain/deliver equipment of equivalent dimension requested by the Contracting Authority.
If the tenderer finds the tender contest unjust, the tenderer must notify the contracting authority thereof, ASAP.

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall be up to date with payment of taxes and duties: — Tax/VAT certificate (Certificate issued by the Tax Officer (form RF-1244)) that is not more than 6 months old.

The tenderer shall work systematically to fulfil the requirements of the Health, Safety and Environment legislation: — HSE self-declaration, Annex 5 (to be signed by the General Manager and the Chief Employee Representative)

It is required that the tenderer has a legally established company: — Norwegian companies: A company registration certificate from the Register of Business Enterprises (not older than 6 months). — Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country in which the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer must document financial implementation ability. The tenderer must have minimum rating A: — Documentation shall be presented, verifying the financial capability to fulfil contracts; for example, a credit evaluation/rating not older than 1 year and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating agency.

Teknisk og faglig kapasitet:

The tenderer must have a well functioning quality assurance system: — The contracting authority requests an account of the business' quality assurance system. If the tenderer has third party certification, e.g. ISO 9001, it is sufficient that the tenderer attach this to the tender.

The tenderer must have an environmental management system or plan to implement one. Suppliers must give an account of the internal environmental management system or a certificate from an official quality management institute. Documentation shall be given on the attached form; general HSE and environmental statement, annex 5.
