Direktoratet for samfunnssikkerhet og beredskap (DSB)

DSB, hereafter called the contracting authority invites tenderers to a competition for the provision of electricity and the accompanying services to all the sites registered in the contracting authority's entities nationwide, as follows:
Delivery of electricity
Invoicing services and site administration
Possible advice regarding the entity's energy consumption.
See the attached competition documentation for further information on the service, the terms for submitting a tender and for participation in the competition.
If anything appears to be unclear or inadequately described, we urge tenderers to contact the contracting authority with regard to this well in advance of the deadline for tenders.

Beskrivelse av opsjoner:
The contracting authority has assessed the entity's energy consumption and concluded that at this point in time it is not expedient to enter into a contract that includes portfolio management. If the situation changes during the contract period however, portfolio management will be included as an option in this contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
K01 The service provider must be a legally established company. This shall be documented by a company registration certificate from the Brønnøysund Register Centre. Foreign tenderers must prove that the company is registered in a professional register or business register, as prescribed in legislation in the country where the tenderer is established.

K02 The service provider shall have their tax and duty payments in order. This shall be documented by tax and VAT certificates, not older than 6 months. Form RF 1244 can be used for both certificates. (Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.)

K03 The service provider shall fulfil, or will fulfil (if awarded the contract), legal requirements in Norway within health, environment and safety (HSE). This is to be documented by an HSE self-declaration. The template can be obtained from Lovdata.

Økonomisk og finansiell stilling:
K04 The service provider must have the economic capacity to carry out the assignment/contract. This shall be documented with a credit assessment/rating — not more than 6 months old (calculated from the tender deadline), based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. The rating shall include a definition of the classification that the credit rating institution uses. Or: The company's last Annual Report (including the auditor's assessment), as well as recent information that is relevant for the company's fiscal figures.

Teknisk og faglig kapasitet:
K05 The service provider shall have relevant experience from equivalent assignments/deliveries. This shall be documented by an overview of 3-5 equivalent relevant assignments from the last 3 years, including information on the delivery's value, size of the assignment (in GWh), date, as well as the name of the recipient of the services. References will be contacted if needed.
