2015/1187 Framework agreement for smoke diving equipment for use by Norges brannskole [Norway's Fire Training School]

DSB, hereinafter called the Contracting Authority, hereby invites tenderers to participate in this competitive tender procedure for a framework agreement.
The aim of the agreement is to cover the Contracting Authority's need for delivery of smoke diving equipment including training in the cause of the material, service and maintenance, for use by Norway's Fire Training School in connection with education and training within fire and rescue.
A smoke diving set consists of a mask, lung automat and backpack-frame. Training in use of the equipment must reflect the material used by the Fire Department in Norway, at the same time as the upcoming delivery of equipment should roll-out with the already existing equipment. Norway's Fire Training School is further responsible for the materials maintaining the regulatory standard, and that follow-up of several brands entails increased control span and expertise need, which ultimately could affect the safety of the students.
For practical and safety reasons, the Fire Training School has therefore limited the choice to three brands; DRÄGER, MSA and INTERSPIRO. Tenders are requested on the material types as named, or equivalent. cfr. PPR§ 17-3 (10).
An agreement will be signed with 1 supplier for each of the indicated types as named in point 2, altogether three agreements. The agreement has a duration of 4 (four) years, and come into affect as soon as they are signed by both parties.
If anything appears to be unclear or inadequately described in the tender documents, we urge tenderers to contact the Contracting Authority with regard to this well in advance of the deadline for tenders.

Egnethet til å utøve yrkesvirksomheten:

K01 The service provider shall have settled conditions in relation to payment of taxes and duties. This can be documented by a tax certificate and VAT certificate, no older than 6 months. For both certificates use form RF 1244. (Foreign supplier's shall submit certificates from equivalent authorities to the Norwegian ones.)

K02 The service provider must be a legally established enterprise. As documentation the service provider shall enclose a Company Registration Certificate from the Brønnøysund Registre Centre. (Foreign service providers shall enclose documentation showing that the company is registered in a trade register or company register as mandated in the law in the country where the service provider is established.)

K03 The service provider shall fulfil, or will fulfil (if awarded the contract), legal requirements in Norway within health, environment and safety (HSE). This is to be documented by an HSE self-declaration. Template can be obtained from Lovdata.

Økonomisk og finansiell stilling:

K04 The service provider must have the economic capacity to carry out the assignment/contract. This shall be documented with a Credit assessment/rating — not more than 6 months old (calculated from the tender deadline) and which is based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. The rating shall include a definition of the classification that the credit rating institution uses. Or: The company's last Annual Report (including the auditor's assessment), as well as recent information that is relevant for the company's fiscal figures.

Teknisk og faglig kapasitet:

K05 The service provider shall have relevant experience from equivalent deliveries. This shall be documented by an overview of 3-5 equivalent, relevant deliveries from the last 3 years, including information about the delivery value, date and names of the recipients of the deliveries.
