2015/02 — Cleaning services for Ålesund upper secondary school — Framework agreement

Møre og Romsdal Fylkeskommune (Møre and Romsdal County)

The objective of the purchase is to enter into a framework agreement regarding cleaning services for Ålesund upper secondary school, department Volsdalsberga and department Latinskolen. The departments have different locations. The total area is approx. 13 153 m².
The contracting authority shall enter into an agreement with one service provider for the total assignment.
The framework agreement period is two years, with option for prolongation of the agreement with further 1 + 1 year.
The agreement shall be in operation from 1.1.2016.
Due to summer holidays questions will not be answered before 17.8.2015.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be up-to-date with regards to payment of taxes. Tax and VAT certificates are required. The certificates shall be issued by the chief municipal treasurer and shall not be older than 6 months from the deadline for receipt of tenders.
The tenderer shall work systematically to fulfil the requirements in the health, safety and environment legislation. A HSE self-declaration, c.f. annex 5, must be completed.
It is required that the tenderer has a legally established company. A company registration certificate from a Register of Business Enterprises (not older than six months from the deadline for receipt of tenders) shall be enclosed the tender.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract. —Documentation shall be presented, verifying that the financial capability to implement the assignment; for example, a credit evaluation/rating not older than 1 year and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating agency. —If this is not enclosed the tender, the contracting authority will obtain a rating from Bisnode — the associated company to Dun & Bradstreet.

Teknisk og faglig kapasitet:
The tenderer shall have sufficient professional and resource capacity to provide the service in Ålesund. For regional/nationwide tenderers it is emphasised that it is information of the department that provides the service and the actual service provider that information is requested. Documentation: A description of the organisation and a list of available human resources and relevant competence.

Service providers shall be registered as certified cleaning companies in the cleaning register. As an alternative, the service providers shall be registered in the cleaning register with the status ‘applicant’ being processed. Documentation from the Norwegian Labour Inspection Authority that verifies compliance with the requirement. The contracting authority reserves the right to require/obtain further information in order to verify that the tenderer is registered as a certified cleaning company or has a status as an applicant thereof.
