Rogaland fylkeskommune, hereafter known as the Contracting Authority, invites you to an open tender contest on card and administration services for the transport service of disabled in Rogaland.
The Contracting Authority is responsible for the Transport Service Scheme for disabled in Rogaland, called the TT scheme. The TT scheme is an offer to disabled who are not able to use regular bus transport. To be approved as a TT user, the diagnosis must have a duration of more than 1 year and the person must be over 10 years old. After the approval, the user will be sent a TT card. The card will also entail a subsidy amount that the individual can use for taxis during a defined period. The user pays a fixed percentage of the trip themselves. Currently the individual's share is 20 %. The remainder of the payment for the trip is covered by the Contracting Authority in the frame the user is awarded. Per 31.8.2015, there are approx. 6 200 active users in the scheme.

Egnethet til å utøve yrkesvirksomheten:
1. K 01 Tax certificate — Requirement: The tenderer is not to have significant tax or VAT arrears or an approved repayment plan in existence.
Documented by: Tax certificate. The certificate must not be more than 6 months old from the deadline for receipt of the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use subsuppliers, tax certificates must be provided for them as well.

2. K 02 Company Registration Certificate — Requirement: The tenderer must be a legally established company.
Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Økonomisk og finansiell stilling:
K 05 — Credit rating — Requirement: The tenderer shall have the financial ability to fulfil the contract.
Documentation: The Contracting Authority will obtain a credit rating from Experian. The tenderer must achieve a minimum rating of ‘creditworthy’. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

Teknisk og faglig kapasitet:
K 04 — Experience. Requirement: Experience from minimum 2 corresponding assignments. Documentation of excellent implementation ability is required.
Documentation: List of the most important deliveries or services performed in the last 3 years. This shall contain a brief description of the assignment, size/value of the deliveries, date, name of the client and brief description, telephone number, email address and name of the contact persons at the client.
