15/144 Procurement of evaluation assignment for The Norwegian Water Resources and Energy Administration

Norwegian Ministry of Petroleum and Energy (OED) manages Norway's energy and water resources. A series of assignments are delegated to The Norwegian Water Resources and Energy Administration (NVE), and OED collects results and control information from NVE.
As a supplement to the ongoing follow-up, OED uses evaluations to obtain information about goal achievement, resource use and effectiveness within all or parts of the department's area of responsibility. Over several years there has been significant development in NVE's responsibility and assignments, and it has been a long time since the department has undertaken an external review of the organisation.
Please refer to the discussion of the government's debureaucratisation and effectiveness reform in the state budget for 2015, cf. chapter 7.1 in the parliamentary bill. 1 S Gul Bok [Yellow Book] (2014-2015). There it presupposes that all organisations carry out initiatives to be more effective. The reform shall provide incentives for more effective government operations and create leeway for prioritisation in the State budget.
OED now seeks assistance from an external environment to implement a broad evaluation of the Directorate's goal achievement, resource use and effectiveness.
