The current web pages were set up in 2010/11, with a redesign carried out in 2013. The website is based on a technology (eWay) which is not being further developed, and it has therefore been decided to procure a new CMS for fhi.no, as well as further development of the content architecture, functionality and graphic expression. Furthermore, the content shall be migrated to the new solution.
The procurement shall safeguard the institute's need for publication of content to the target groups, and this enquiry includes the following:
— New technical platform (CMS) and implementation of this, and migration of content from the current website
— Redesign of the website with a focus on:
o Advising and development of new structure/information architecture
o Advising and development of new templates and universal design
o Advising and development of graphic design adapted to the current design and colours
o Needs mapping, advising and development/adaption of new/improved functions
— Training of for publishers and web-editors
The Norwegian Institute of Public Health has planned to set a requirement in the tender documentation that the tendered solution must be able to operate on Windows platform and with i.a. Internet Information Services, MS-SQL and NET framework. The Institute believes it is relevant to provide guidance on this already in connection with the qualification documentation. The basis for the guidance is that the institute has carried out strategic selection with regard to IT infrastructure, and that internal technical personnel have competence on this platform and these technologies.
The tender documentation will allow options for additional functions and further development, and technical maintenance and user support for the new CMS. It may also allow for an option on operation, a decision about external or internal operation has not currently been made.
The Norwegian Institute of Public Health wants the new internet pages published in June 2016 at the latest.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The tenderer shall have their affairs in order in relation to payment of tax and VAT.
— Certificate for tax and VAT. The certificate shall not be more than six months old when calculated from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see https://skatteetaten.no/
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and fees. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ Head of Finance.

2. The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
HSE self-declaration, filled out and signed in accordance with
PPR Annex 2. Preferably use the attached template, see Annex 2.
3. The tenderer shall be a legally established company.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient financial capacity to carry out the assignment/contract.
— The tenderer's annual financial statement including notes with board- and auditors reports from the last two years.
The Contracting Authority reserves the right to carry out a credit assessment itself.
Teknisk og faglig kapasitet:
REQUIREMENT 1:
The tenderer shall have experience from a minimum of three similar assignments during the last three years:
The following shall be reported:
— Name of the contracting authority
— Name, telephone number and email of the contact person
— The tenderer's role and areas of responsibility
— Which technology was utilised
— Brief description of why the reference is selected.
— Time frame for execution.
— Contract value
Equivalent assignments means:
1) further development of websites (including content architecture, functionality and graphic expression) and
2) implementation of new CMS, and migration of content.
References can be provided where only 1) or 2) above are included, but altogether three references for 1) and three references for 2).
The assignments should be comparable with fhi.no in size and functionality.
Furthermore, the tenderer must able to refer to assignments with a focus on universal design and user friendliness, as well as use of valid laws and requirements for government websites.
The Norwegian Institute of Public Health retains the right to contact the references. However, it is the tenderer's responsibility to provide a description documenting relevance.
Requirement 2:
The tenderer shall have a relevant client portfolio and organisation:
— Overview of the tenderer's current client portfolio.
— Overview of which customers utilise the CMS solution being offered.
— Brief description of the tenderer's organisation (including organisation chart, company form, owner structure, vision, business concept and business areas)
Requirement 3:
The tenderer must have extremely good implementation ability, competence and capacity to execute the assignment (security of supply):
Short account of the tenderer's competence and qualifications within the areas requested.
Overview of the tenderer's total manpower and capacity of roles the company advises over within the areas requested (the overview shall show manpower/capacity per role).
Requirement 4:
The tenderer must have a well functioning quality assurance system
for the services/the system to be delivered:
— Documentation that includes a short description of the tenderer's methods and procedures for quality assurance.
— Any certifications of quality assurance systems can be submitted in addition to the description.

Through Regulations on wages and working conditions in public contracts, PPR 2008-02-08 no. 112, The Norwegian Institute of Public Health is obligated to set contractual requirements regarding wages and working conditions in connection with service contracts. Thus the institute sets requirements regarding wages and working conditions in it's contracts. These will be in the tender documentation which will be sent to the tenderers who are invited to submit tender offers.
