2. The contractor's financial and economic position.
2.01 The contractor's financial and economic position.
The contractor must either have the required financial and economic capacity for the contract in his own company, or he must be able to access it.
Documentation requirement:
2.01.01
Extracts from the company's Annual Financial Statements for 2013 and the auditor's report. Contractors can supplement this with any other documentation that proves that the qualification requirement in point 2.01 is fulfilled.
Companies that cannot fulfil the requirement for excerpt of annual accounts, may alternatively submit a business plan with the overall plan for the funding.
When assessing the contractor's financial and economical standing, the contracting authority will collect information from Dun & Bradstreet (D&B) Bisnode. For this contract a company rating in D&B of A (credit worthy), part judgement for the finances of ‘Satisfactory’ and a payment history of ‘Acceptable’ may be sufficient.

2.02 Arrears of taxes and levies
The contractor must not have arrears of taxes and duties without having confirmed a repayment agreement with the tax and duty authorities.

3.01 The contractor's professional qualifications.
The contractor must have resources in their own company or have at their disposal resources that have the education and professional experience required for the execution of the project's main disciplines.
The following disciplines shall be documented:
— General responsible for execution;
— Installation of fire alarms, emergency lighting and guiding system.
Documentation requirement:
3.01.01
A description of the contractor's technical personnel or technical units (the project organisation) that the contractor has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.
The description shall contain an organisation chart of the contractor's project organisation that shows how the contractor will divide responsibility and assignments in the project.
3.01.02
Testimonies and certificates on education and professional practice for the person(s) who will be responsible for the execution of the contract (the contractor's project management).
3.01.03

3.02 The contractor's most important carried out services within the discipline.
The contractor shall, during the last five years, have carried out at least one project contract of an equivalent size with a contract cost of approx. NOK 35 000 000 excluding VAT and as complex as the alteration project at the sixth form college.

An overview of relevant work carried out during the last 5 years.
The documents shall state the work's value as well as the date and place of execution.
3.03 The contractor's work force
The contractor shall have at least 15 of its own employees in the work force and at least 2 of its own employees in the administrative management.

A statement of the contractor's average workforce and the number of employees in the administrative management during the last 3 years.
