Kunnskapsdepartementet [The Ministry of Education and Research] has given Statsbygg the task of implementation a detailed design and rehabilitation of approximately 16 650 m² including a minor annex, as well as minor addition(approx. 800 square metres) at Norges Idrettshøgskole [The Norwegian School of Sports Science] at Sogn in Oslo. Ahead of the rehabilitation works, demolition works will be carried out in the areas to be rehabilitated.The demolition and rehabilitation works will be executed as 2 contractor managed contracts, based on NS8405. The rehabilitation works are planned to be executed as a general contract.In connection with the above, Statsbygg shall procure construction managers who shall enter into Statsbygg's Contractor organisation during the construction phase of the project.The current tender invitation concerns the procurement of the previously mentioned construction management.Tender offers are requested on the following:1. A main construction manager/KU (expected need 100 % position).2. A building construction manager (expected need 100 % position).3. A construction manager for technical disciplines (expected need 100 % position).The main construction manager (1) will start their assignment immediately after signing the contract, estimated to be in the second quarter of 2015.Building construction manager (2) will start their assignment during the third quarter of 2015 (exact date to be agreed).Construction manager technical disciplines (3) will start their assignment during the fourth quarter of 2015 (exact date to be agreed).Please note that the need can vary during the agreement period, and Statsbygg therefore retains the right to reduce the employment fraction in parts of or the whole agreement period.a The tender offer must take into account that there may be a shift of the start-up date for the building construction manager (2) and construction manager technical disciplines (3) by up to 3 months, depending on the development of the building application and progress in the project.The main construction manager shall also be KU/Safety, health and work environment co-ordinator executing) on behalf of the Contractor.It will be possible for the KU responsibility (SHE co-ordinator) to be transferred from the main construction manager to one of the other construction managers in this tender invitation. This must be specifically agreed with Statsbygg, and requires that the person taking over the KU responsibility meets the requirement of formal competence and experience (see point 2.4).Conclusion of the assignment for all of the construction managers will be at the final processing settlement, except for the main construction manager where the agreement period will be in accordance with Statsbygg's Performance Description for construction manager; YT-BL (attached), to be throughout the claims phase.See point 2.y in the current document — progress.Main Construction Manager's employment fraction in the claims phase (after completed commissioning), is yet to be agreed upon and will be determined by the actual need during the claims phase.Statsbygg has an option to use the building construction manager (2) and the construction manager for technical disciplines (3) as needed during the claims period.The building construction manager (2) and construction manager for technical disciplines (3) shall report to the main construction manager.The construction managers' obligations and assignment are described in Statsbygg's Performance Description for construction managers; YT-BL (attached) and also regulated by Statsbygg's Construction Manager Book (attached).In addition, the Contraction Authority requests options on the following:— A construction manager for technical disciplines (expected need 50-100 % presence)The option is for a construction manager with as good or better competence as the construction manager for technical disciplines (3) who is offered at the start of the 4th quarter of 2015.Statsbygg has the right to redeem the option at any point in time during the period 1.1.2016-1.10.2017.
