As a part of the plan for the maintenance lag in the Norwegian Correctional Service, there is a need to establish replacement places. Several new prison buildings are planned, 1 of them is located Eidsberg municipality, the Indre Østfold Prison, department Eidsberg.
The project shall be engineered and carried out as two separate turnkey contracts (K201 Module prison and K202 Additional functions).

An information meeting and site inspection will be held for all tenderers 17.11.2015 at 10:00. Meet at the Indre Østfold Prison, department Eidsberg, the main entrance. Adress: Vandugbakken 89, 1850 Mysen. Only up to 3 representatives from each turnkey contractor are allowed to register for participation. Names and personal identification numbers of participants at the site inspection are to be submitted to PL at the latest 13.11.2015, 15:00. Participants and workers must have a clean record. The Norwegian Police will carry out a control of all registered participants and contractors' employees which shall participate in the tender inspection and the project. All those who meet up will have to sign a confidentiality clause during the site inspection. The purpose of the information meeting is to reveal and clarify any vagueness in the tender documentation and further specify the assignment. The tenderers are asked to thoroughly examine the tender documentation prior to the information meeting/site inspection, and any questions should be presented in advance, cf. point 1.6) in the tender invitation. The tenderers are encouraged to participate in the information meeting/site inspection at the construction site.

Beskrivelse av opsjoner:
Option for a fixed price supplement in addition to:
Cf. point 3 in the tender form:
— option 1, warehouse, shop, carports;
— option 2, demolition work, 2 existing buildings, exercise courtyard and all security fences/gates;
— option 3, demolition and establishment of a new border fence;
— option 4, perimeter security, security fences with the accompanying gates in accordance with the outdoor plan and gate form;
— option 5, 2-year service contract for a lift.
Alterations:
— option 1, demolition and a new building, security cell;
— option 2, demolition and alteration of a workshop and gym hall.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers are required to have a legally established company.
Documentation: company registration certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively StartBANK ID.
Tax and VAT certificates.
A joint certificate on taxes (tax, advance tax deduction, garnishment, payroll tax) and VAT (Tax certificate) shall be presented.
The tax certificate can be ordered from Altinn. The certificate must not be more than six months from the tender deadline.
Tenderers with a registered office in an EEA country other than Norway must submit equivalent certificates in accordance with procurement regulations §§ 11-10 (3) and 20-12(3).
Økonomisk og finansiell stilling:
Requirement: tenderers are required to have sufficient financial implementation ability. The extent of the turnover will also be emphasised.
Documentation: complete annual accounts for the last year, including the audit report, alternatively StartBANK ID.
Statsbygg reserves the right to carry out a credit appraisal of all tenderers.
Teknisk og faglig kapasitet:
Requirement: 1./2. Tenderers are required to have sufficient experience from assignments with comparative value.
Documentation.
1. A description shall be submitted of up to 3 reference projects with comparative value with information about i.e.:
— the name of the project;
— the Contracting Authority;
— the project's size in m² and cost;
— type of building;
— the assignment's contract value excluding VAT;
— type of contract (if this is a turnkey contract, if own employees or sub-providers have planned the project);
— the company's assignments/function in the project;
— the start-up date and completion date (year) / if not completed — where one is in the project.
2. If the company/companies that shall carry out the engineering design of the project are not identical/the same companies that have carried out the engineering design of the reference projects stated in point 1, the engineering design company/companies that shall implement the engineering design must substantiate up to 3 reference projects with comparative value, including information requested in point 1 above, as well as the stages the assignment was executed.
