The Norwegian Correctional Service has planned several new prison buildings. At Ullersmo Prison in Ullensaker municipality, a new prison building shall be constructed. The gross area of the building is approximately 5 700 m² and shall contain 96 prison cells. This building has already been subject to contracting as a separate turnkey contract.
This invitation to tender applies to the construction of additional functions in the form of a new building as well as reconstruction and renovation of the existing building and facility at Ullersmo prison.

1.5 Information meeting/Tender inspection. An information meeting and site survey will be held for all tenderers 20.11.2015, between 8:30-15:30. Meet at the Ullersmo Prison, the main entrance. Address: Ullersmo Prison, Ullersmoveien 2, 2040 Kløfta. Only up to 3 representatives from each turnkey contractor are allowed to register for participation. Requirement for security screening of the persons that shall participate in the information meeting and inspection. A certificate of good conduct is required in order to enter Ullersmo Prison. The persons that shall participate in the inspection must fill in the complete security clearance form in annex 6.4. The form must be submitted to the Project manager within 12.11.2015 (12:00). The participants and the executors must have immaculate conduct. The Norwegian Police will carry out a control of all registered participants and contractors' employees which shall participate in the tender inspection and the project. All who shall participate must sign a written declaration of confidentiality prior to the inspection.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers are required to have a legally established company.

Documentation: company registration certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively StartBANK ID.

Tax and VAT certificates.

A joint certificate on taxes (tax, advance tax deduction, garnishment, payroll tax) and VAT (Tax certificate) shall be presented.

The tax certificate can be ordered from Altinn. The certificate must not be more than 6 months from the tender deadline.

Tenderers with a registered office in an EEA country other than Norway must submit equivalent certificates in accordance with procurement regulations §§ 11-10 (3) and 20-12(3).

Økonomisk og finansiell stilling:

Requirement: tenderers are required to have sufficient financial implementation ability. The extent of the turnover will also be emphasised.

Documentation: complete annual accounts for the last year, including the audit report, alternatively StartBANK ID.

Statsbygg reserves the right to carry out a credit appraisal of all tenderers.

Teknisk og faglig kapasitet:

Requirement: 1./2. The tenderer is required to have sufficient experience from assignments with comparative value.

Documentation.

1. A description shall be submitted of up to 3 reference projects with comparative value with information about i.e.:

— the name of the project;

— the Contracting Authority;

— the project's size in m² and cost;

— type of building;

— the assignment's contract value excluding VAT;

— type of contract (if this is a turnkey contract, if own employees or sub-contractors have planned the project);

— the company's assignments/function in the project;

— the start-up date and completion date (year) / if not completed — where one is in the project.

2. If the company/companies that shall carry out the engineering design of the project are not identical/the same companies that have carried out the engineering design of the reference projects stated in point 1, the engineering design company/companies that shall implement the engineering design must substantiate up to 3 reference projects with comparative value, including information requested in point 1 above, as well as the stages the assignment was executed.
